Section 1 - Structure of the Zoner Alliance
1.1 Members: Group and Individual
1.1.1 Groups
~Each group has the right to negotiate their own trade agreements and diplomacy.
~Scope of responsibility: Issues concerning the member group directly and concerning their governored region; as long as the issue doesn't affect all Zoners.
1.1.2 Individual
~Individual members are only members so long as they belong to a group that is a member of the Zoner Alliance. They have no rights or responsibilities above what their parent group has.
~Members of any group cannot have political rights or influence in more than one group.
1.2 Alliance Committee (AC)
~Each group has one seat on the Alliance Committee.
~Scope of responsibility: Global Zoner issues, policies, relations (on behalf of the entire Alliance).
~Security Issues: The Alliance Committee will coordinate with each member the deployment of security and defense forces. Each member will be assigned to an area of responsibility, if available and possible.
Section 2 - System Ownership and Governorships
Base governorship may be granted to a group of individuals, numbering a minimum of five, if they have proven that they are willing and able to manage a station and have the approval of the Zoner Alliance. Base governorship is restricted to one base per group. If decisions made by this group lead to the damaging of Zoner neutrality or relations with other organizations, this governorship may be revoked, returning control to the Zoner Alliance. Revoking a groups governorship requires a unamimous vote by the Alliance Committee. On issues of grand scale politically that have the possibility of impacting all Zoners, the Zoner Alliance has the authority to make decisions related to those issues alone. System ownership follows A.D.M.I.N. protocols and laws.

2.3 Restrictions;
Gran Canaria cannot be governed by any specific group.
Section 3 - Alliance Committee Structure and Responsibilities
3.1 Alliance Committee Structure
The Alliance Committee consists of one representative from each member body. If the selected representative cannot be present to vote for a member body, a proxy can be used.

Each member of the Committee has a single vote to cast on decisions made by the Committee.
3.2 Ship Purchase by Non-Zoners;
3.2.1 General Guidlines:
Any request for equipment, technology, and/or ship(s) MUST include either (1) Name of the ZA member who submitted your recommendation, or (2) the names of three references who support your request. We will contact any references you include to verify the integrity of your application. All references must be Zoners themselves. Alliance members will be provided with a secure comm channel to sumbit their recommendations on.
Any request for equipment, technology, and/or ship(s) will be denied if...
...your faction already has similar equipment, technology, or ship types.
Exception(s):
~You are on excellent diplomatic terms with the Zoner Alliance (Allied or long time friend).
~You want a Corvo Class Deep Space Exploration Cruiser for research.
...you plan to use the equipment, technology, and/or ship(s) to actively hunt and/or engage hostiles.
Examples:
~No bounty hunting allowed.
~No deliberately putting your ship into a situation where you are forced to defend yourself, such as entering an area that you know is frequently visited by people that want you dead.
Exceptions:
~ You plan to use it against Zoner hostiles (Nomads, Wilde, etc.)

3.2.2 Zoner Tech granted via Trade/Business agreements;
Member groups may sell or trade Zoner technology as they see fit and in accordance with A.D.M.I.N. protocols. In agreements or deals where Zoner technology is given to non Zoners, the Zoner faction taking part must inform the Alliance Committee of their intentions and give the Committee 96 hours to review the agreement/deal before proceeding. The Committee must be notified by message in the Zoner Alliance secure message dump or on the Zoner Alliance's internal comm site. If after the 96 hours have passed and the Committee hasn't called a vote on the matter, the faction may proceed with their business. The Zoner Alliance may only step in and regulate agreements that:
A. Politically have the possibility of impacting all Zoners.
B. Damage Zoner diplomacy of the majority of Zoners.
C. A faction is trading/selling technology to an individual or group the Alliance has already denied the technology to.
3.3 Declaring Hostiles;
The Alliance Committee is responsible for declaring individuals hostile to the Zoners and using A.D.M.I.N. given FR5 protocols.
Section 4 - Membership
4.1 Membership;
New groups can apply for membership and then must be approved by a majority vote by the Alliance Committee. New independents must be accepted by the ZUI for membership. Zoner clans must have at least six members to be considered, with less than six members they apply to the ZUI and work within that member body until such a time as they have the required members. Groups can be dismissed from the ZA by the complementary remainder of AC representatives voting unanimously.
4.2 Membership Responsibility;
All members have chosen to become part of the ZA. Each member is required to participate and assist their representative by voting, in a manner that will put their best interests forward. Each representative is charged with the responsibility of voting, in the manner that best suite the interests of his or her group. The Alliance Committee is in charge of forwarding the ideal and morals of the ZA and Zoners as a whole.
4.3 Nonmembers;
Nonmembers are not held to any treaty, deal or policy that is put forth by the ZA. Nonmembers are also not going to receive any protection if they violate any treaties or agreements or break any policies put forth by the ZA. Nor will they receive any protections by the ZA security forces if they are found breaking ZA policies, treaties or trade agreements.
Section 5 - Decision Making and Voting
5.1 Decision Making
Each faction group is charged with determining how they will choose and direct their representative. The representatives will then come together and lay forth the concerns or points brought to them by their group. Discussions will be limited to 48 hours and Alliance Committee deliberations will be limited to 48hours, followed by a vote. If a specific discussion cannot be met within the time limit, the Alliance Committee can approve an extension on the time for deliberations so the matter can be resolved properly.
5.2 Treaties
The Alliance Committee will appoint one person to be the negotiator for each treaty. The negotiator does not have to be a member of the Alliance Committee. Once the negotiator is chosen, they will be the only one allowed to conduct the talks. The Alliance Committee can remove a negotiator by a majority vote, or assign additional envoys to assist. Members agree not to break into or interrupt any talks being performed by the negotiator. The Zoner Alliance cannot make or sign any treaty that involves a business deal. A business deal is defined as an official exchange of credits, commodities, or technology between factions.
5.3 Foreign Contacts
If any non-Zoner faction contacts the ZA the according member must inform the Alliance Committee about this contact when common Zoner issues, policies, or treaties are concerned. An Alliance Committee representative or an assigned envoy will step into contact the outside faction / agency regarding their request, and present it to the ZA with any recommendations afterward allowing the members to enter their processes of decision making.
5.4 Policies and Votes
Any member can bring up ideas for new policies. All new policies will be discussed and if the Alliance Committee feels they merit a vote, one will be opened.
5.5 Voting
Each seat on the AC has one vote. Voting is done on the Alliance's private network, of which all individuals who are members of a body member of the Alliance have access too. Once cast votes are final. Once voting is closed the AC will publish the results. A group may be granted more than one seat the majority of the remaining seats feel it is needed.
5.6 Proxies
In the case of absences of representatives during a vote, the Alliance Committee can urge the according group to select a temporary representative for that vote.
5.7 Veto power
Registered factions and the ZUI have the ability to veto any decision passed by the Alliance Committee. If an item is vetoed it will be brought back to deliberation to see if an agreement can be reached. Once deliberations are done a second vote on a resolution will be called.
Section 6 - Zoner Policies
6.1 - General Policies: Zoner and Zoner Guard Charters;
Pilots carrying a Zoner ID are Zoners. Pilots carrying a Zoner Guard ID are Zoner Guards.
Restricted Zoner Vessels:
~Every ship of the following class is restricted to Zoner Guards:
-Aquilon Class Zoner Carrier
-Corvo Zoner Deep Space Explorer
-Jinkusu Zoner Juggernaut
-Zoner Borderworld Transport "ZBT-100Z 2"
-Fearless Destroyer
~The Conference Zoner Gunboat is considered a Zoner-only vessel due to it's upgraded weaponry.
~Special dispensation may be given to non-Zoners by the Zoner Alliance.
~Ship restriction violation is considered by the Zoner Community to be theft and is subject to investigation, evaluation, and possible action by the Zoner Alliance.
6.2 - Zoner Neutrality;
Zoner Neutrality, as reflected in these policies, is used to describe the attitude and behaviour of the entire Zoners community rather than the opinion and behaviour of certain Zoner individuals. The entire group of Zoners, remarkably but still not exclusively represented by the Zoner Alliance, including Official Zoner Factions, does not take sides in any conflict of Sirius except for the protection of Zoner spaces and policies.
Zoners can never take responsibility for the actions of any Non-Zoner outside Zoner Spaces. Non-Zoner actions inside of Zoner Spaces are subject to Zoner Space Laws.
The Zoner Alliance will not take responsibility for the actions of Zoners not belonging to the Zoner Alliance, nor offer protection to those members who violate the laws of local governments.
6.3 - Zoner Space Laws;
Zoner Space Laws are divided into two subjects in order to regulate traffic and usage of Zoner bases:
No-Fire Zones
Zoner Restricted Areas
6.3.1 No-Fire Zones;
No-Fire Zones are 5k spherical spaces around every Zoner Station, Freeport, or a Planet's main docking point.
The No Fire Zone exists as a safe zone around all Zoners stations and bases so that all factions may come and buy necessary supplies or sell locally produced wares without endangering the civilians hosts onboard the Zoner station or planet.
The NFZ is neither a security blanket or safety net for pilots resp. factions to hide behind, nor the according Zoner facilities are a place where Non-Zoners are hosted permanently - every Non-Zoner is a temporary visitor.
Terms of the Policies:
~The No-Fire Zone is an area in which no offensive actions are allowed. (This includes attempts at piracy/taxation, the use of weapons (guns, missiles, mines), intentional ramming, or provocative behaviour such as threats, taunting or masked insults.)
~Loitering inside a NFZ is not allowed. (Non-Zoner vessels are expected to use the Freeports facilities and then move on, or to stay docked when waiting for others.)
~Trade vessels fleeing into a NFZ must dock. (Trade vessels are either freighter or tranport class craft.) All other vessels are not allowed to flee into a NFZ.
~Violating a No-Fire Zone can lead to immediate prosecution and engagement, by any member of the Zoner Alliance or independent Zoners.
The following systems are declared to be NFZs and thus no taxation/extortion is allowed:
All of Baffin by ownership by the TAZ.
All of Omicron-74 by ownership by the ZTC.
6.3.2 Zoner Restricted Areas;
"Zoner Restricted Areas" are Pueblo Bonito in Baffin, and the system of Omicron-74 (except for Freeport XV and the direct route between the Theta and the Kappa jumpholes).
Violating the Zoners' Restricted Areas can lead to immediate prosecution and engagement.
The ZTC can restrict access to Omicron 74 at their discretion to everyone without prior notice or further explanation. This includes regularly unrestricted parts such as Freeport XV or the jumpholes in Omicron 74.
The TAZ also reserves the right to lock down Baffin without prior notice.
6.4 - Zoner Defense Force;
6.4.1 The Zoner Defense Force (ZDF) is not the Navy of the Zoner Alliance, but a standing militia dedicated to the protection of Zoner communities.
6.4.2 Ships dedicated to the ZDF use the the prefix ZDF- or ZDFS- in their transponder ID and use the Zoner or Zoner Guard ID and IFF.
6.4.3 ZDF vessels may draft Zoner volunteers not part of the Zoner Alliance to help.
6.4.4 The ZDF's mandate includes:
A. Help enforce the No-Fire Zones in order to maintain peace and safety around Zoner stations.
B. Protect Zoner vessels from piracy via escort if requested. (ZDF vessels will not engage unless cleared by the person(s) they are escorting.)
C. Protect Zoner interests from aggressors.
D. Help other factions against Nomad or Wilde threats if requested.
6.4.5 The ZDF is overseen by the Zoner Alliance's Alliance Committee (AC) which
A. Decides on the ZDF's funds
B. Decides on whether or not to declare individuals or groups violating the above Policies hostile
C. Can amend the ZDF's mandate by vote
Infringement of ANY of the above Policies can result in banishment from ALL Zoner Facilities, or being officially declared "Hostile" to Zoners.
