Since it's for unofficial factions too, do we still need to send in a request for merely changing someone from neutral to say, friendly? Do newly made groups have to do the entirety of that? Or do they just set up a base reputation then send in requests later or...?

First and foremost: Finn is using the wrong green.
Then onto the less important stuff:
After reviewing and rediscussing this decision with community input in mind, the team have revised the approach toward this new decision to better reflect the intended purpose and also lessen the stress it puts on the staff (in form of paperwork) as well as the community and involved factions (rules, rules, more rules and also having to wait for the snail to deliver the greenstamp). Please check the first post for the updated version of the system, highlighted in the right shade of green Finn isn't using.

Good idea to do it without the use of the FR5. That right is too closely and too intuitively linked to sanctions and punishment.
