The Status, Laws and Regulations of
Natio Octavarium
as set forth by the meritocracy in 820 A.S.

0 - Preamble -----

oc·ta·var·i·um — adj. Latin for eighth.

As part of the expansion of the Vagrant Raiders into the New Caledonia (Kansas) and Victoria (Humboldt) systems, the sovereign nation and house to be known as Natio Octavarium has been declared. The nation, as governed by a meritocracy of the leaders of the major government Ministries of Health, Engineering, Finance, Relations, Intelligence, Services, and R&D, from the capital offices aboard Seasons Base in New Caledonia, seeks to give fair and equal treatment to all walks of life, from simple citizens and interstellar traders to salvagers and those deemed by other Sirian houses to be "undesirable". While by no means is Natio Octavarium a house of pirates, gangs, and thieves, Natio Octavarium aims to provide a free and just life to all honourable men and women, regardless of age, race, gender status, religion, sexuality, profession, alignment, employer, disability, or other defining personal features.

I - Status of the Nation -----

The government of Natio Octavarium is composed of seven central ministries, the leaders of which represent the government of Natio Octavarium as a whole.

Ministry of Health - The Ministry of Health concerns itself with the physical and mental well-being and education of the people of Natio Octavarium. Minister: Rosanna Beake

Ministry of Engineering - The Ministry of Engineering is tasked with the construction and maintenance of planetary and spaceborne assets of Natio Octavarium, including the construction of new starships and technology for the Ministry of Relations and the Ministry of Intelligence. Minister: Darren Wahl

Ministry of Finance - The Ministry of Finance is the holder and reporter of the budget and taxation of Natio Octavarium. Enforcement of the laws of the Ministry of Finance is handled by the Ministry of Intelligence. Minister: Tobiah Nitzan

Ministry of Relations - The Ministry of Relations controls Natio Octavarium's foreign relations and diplomacy and is the overarching command for the armed forces and the Vagrant Raiders. This ministry also handles foreign affairs and trade relations. Minister: Harold Kane

Ministry of Intelligence - The Ministry of Intelligence handles deep-space and internal affairs on behalf of Natio Octavarium. Minister: Victor Delacroix

Ministry of Services - The Ministry of Services takes care of the miscellaneous services provided to the people of Natio Octavarium by the government that are not taken care of by other ministries, such as entertainment, regulation of supplies, government-sponsored programs for the betterment of society. Minister: Evelyn Rey

Ministry of Research and Development - The Ministry of Research and Development is the sole state authority in charge of enhancing the current technological prowess of the Natio Octavarium and further developing new technologies for the benefit of the Natio Octavarium and her people.
Minister: Kadar al-Nizari

Citizens of Natio Octavarium are free to identify themselves with the communications tag NO-. This tag is open for use to anyone who wishes to use it. Natio Octavarium requests, however, that anyone who uses the tag registers tagged vessels here for bookkeeping purposes. Citizens tagged NO- enjoy the protection and escort of the Vagrant Raiders while in Natio Octavarium sovereign space.

Green: Friendly territory within VR zone of operation
Yellow: Friendly/neutral territory outside of VR zone of operation
Red: Hostile territory within VR zone of operation

Natio Octavarium lays full or partial claim to the following systems and considers them part of its sovereign space:

New Caledonia (Kansas) System - Entirely claimed as sovereign space

Natio Octavarium considers the following systems to be of note for various reasons:

Baffin - Home of the Temporary Autonomous Zoners, a friend of Natio Octavarium.
Coronado - Contains a Freelancer base, safe for all members of Natio Octavarium.
Humboldt - Directly adjacent to New Caledonia, contains notable ore fields.
Koeln - Contains an independent research facility open to scientists of Natio Octavarium.
Magellan - Contains the main route in and out of Natio sovereign space.
Omega-3 - Home to Freeport 1, a safe Zoner base in the Omegas.
Omega-49 - Home to Planet Gran Canaria, a Zoner planet open to almost all walks of life.
Omicron Alpha - Home to the Nacion Maltesa.
Omicron Theta - A crossroads in the Edge Worlds.
Vespucci - Former home of the Lane Hackers, home of the Hellfire Legion.

II - Laws and Enforcement -----

The following laws are set forth as the official regulations of Natio Octavarium sovereign space and, in some cases, the zone within weapons range of Natio Octavarium stations and installations.

1. The possession of contraband is a crime except for traders with contraband permits and government forces. The following items are classified as contraband:
- Slaves
- Human Organs
- Artifacts
- Nomad materials

Depending on the amount of contraband being carried and the offender's history, punishment varies from a warning and/or a fine to cargo confiscation and arrest. This law does not apply to members of government forces who are transporting confiscated or acquired materials to an appropriate installation for analysis.

2. Assault in Natio Octavarium territory or against citizens of Natio Octavarium, whether or not death or loss of personal property including spacecraft results, is punishable with arrest and an appropriate fine or jail time if the offender is caught. This law does not apply to civilians and mercenaries who are assisting government forces in space combat, mercenaries fulfilling clearly marked bounties, or pirates attacking non-compliant corporation transports. Self-defence is permitted, though non-lethal outcomes are preferred.

3. Impersonation of a member of the government or government forces of Natio Octavarium is a crime punishable with arrest, fine, and/or IFF and communication tag change request. Continued breakage of this law will result in the offender suddenly finding Natio Octavarium assets and pilots attacking freely.

4. Ignoring the requests or demands of government forces is illegal and punishable with arrest and/or a fine. In severe cases, government forces are allowed to open fire on offenders.

5. Sightings of Nomads, Nomad infectees, and unescorted military capital ships in Natio Octavarium space must be reported immediately to either the Minster of Relations or the Minister of Intelligence. Failure to do so could result in fines.

6. Public alcohol intoxication while piloting a spacecraft is a misdemeanor and can result in a request for the offender to dock with the nearest Natio Octavarium installation or planet, or to relinquish command of the spacecraft to a sober individual.
a. Pilots under the age of 17 must have their ship accompanied by a pilot 18 or older. Failure to do so will result in a fine being issued to the legal guardian or closest relative of the underage pilot.

7. Espionage for another house or faction, treason, and the sharing of classified government or corporation information is illegal and is punishable by arrest, fine, and declaration of the offender as an enemy of the Natio Octavarium.

8. Warmongering, or convincing two factions to war with each other, is illegal in Natio Octavarium space and may result in arrest, a fine, and/or the forced removal of the offender from Natio Octavarium space.

9. The construction of an unlicensed base or space station in Natio Octavarium territory is illegal and may result in the overtaking or destruction of the offending base, and a fine being levied upon the owner of the base. Bases may be licensed here on a very specific basis with contract-specific terms and conditions.

The following stations are licensed by the Ministry of Relations and the Ministry of Finance:
- Itasca Station, New Caledonia -- Itasca Trading Incorporated

10. Entering the Tuttle Creek Nebula (red-purple clouds) in the New Caledonia system is prohibited to civilian craft and non-Natio military forces. Breaches of this law can and will be dealt with through deadly force as an edict of the Ministry of Intelligence.

Certain groups are allowed to enforce the laws of Natio Octavarium in Natio Octavarium territory:

The Vagrant Raiders / VR- - The Vagrant Raiders are the military presence of Natio Octavarium both in and out of its sovereign territory. The Raiders are the arm of foreign and internal affairs of Natio Octavarium and are led by Vagrant Raiders High Command, the leader of which is the de facto Minister of Relations.

Merak Squadron / VR-| - Merak Squadron is the internal affairs and espionage/reconnaissance branch of the Vagrant Raiders and acts as the operating force of the Octavarium Intelligence Commission. Merak's zone of influence extends past the usual Vagrant Raiders zone of influence for purposes of intelligence and reconnaissance.

Independent and grouped mercenaries - Mercenaries who are registered with Natio Octavarium and/or the Vagrant Raiders may enforce laws as pertaining to any specific bounties that have been posted, with punishments according to the guidelines set in the specific bounty.

Notable exceptions:

Bounty Hunters Guild / BHG| - The Guild, whether primary fleet members or independent members, are presently disallowed from fulfilling contracts or hunting enemies in Natio Octavarium sovereign space.

III - War, Ships, and Warships -----

Natio Octavarium is currently at war with the Kingdom of Gallia. The militaries and police forces of those nations are prohibited from entering Natio Octavarium territory and will be shot on sight. Corporations belonging to or suspected to be supporting those nations are prohibited from operating in Natio Octavarium space, and offenders will be escorted out or destroyed.

Natio Octavarium fields a variety of warships under the banner of the Vagrant Raiders. An up-to-date list of Vagrant Capital Ships and Vagrant Gunboats/Gunships can be found here.

A Treaty of Peace between
Natio Octavarium
and
The Republic of Liberty
on the Fourteenth of January, 821 A.S.

aka the Treaty of Elysium Fields

0 - Preamble -----

The representatives of the governments of the Republic of Liberty and Natio Octavarium, after weeks of deliberation amongst themselves and each other, have gathered here today on Planet Curacao to sign this Treaty, which will effectively end hostilities between Republic of Liberty, and her Navy, and Natio Octavarium, and its Raiders. This Treaty will represent a shift in diplomacy between our two nations, opening the door to the possibilities of open trade and military cooperation with regards to common interests.

I - Natio Octavarium -----

i. The Vagrant Raiders will completely cease military operations in Liberty space.

ii. In no way shall Natio Octavarium nor its agents in the Vagrant Raiders act in a way that could at all compromise the Republic of Liberty, its government forces, agents, or civilians. Any military actions by Natio Octavarium in defense of either Libertonian or Natio corporations and civilians will only occur if it has been ascertained that any Vagrant Raiders military actions will not cause harm to any civilians directly or indirectly affected.

iii. No Vagrant Raiders vessel will linger in Liberty core space without escort or permission from a vessel of the Liberty Navy Primary Fleet, Liberty Police Inc., or the Liberty Security Force Department of Homeland Security. No Vagrant Raiders combat vessel will enter New York without direct escort from the Liberty Navy Primary Fleet, Liberty Police Inc., or the Liberty Security Force Department of Homeland Security. Natio Octavarium will abide by Liberty's rule against unescorted foreign capital ships in its space.

iv. Corporations belonging to the Republic of Liberty will be protected by the Vagrant Raiders in Natio Octavarium space.

v. The Vagrant Raiders will cease any and all operations that would be considered a breach of the Treaty of Curacao.

II - The Republic of Liberty -----

i. The Forces of Liberty will completely cease military operations against the Vagrant Raiders.

ii. The Vagrant Raiders will no longer be treated as criminals under Libertonian law.

iii. The Republic of Liberty will respect Natio Octavarium's claims to the Kansas and Humboldt systems, and will not send Liberty forces (Liberty Navy, Liberty Security Force) into the Kansas system without permission or escort from the Vagrant Raiders. Any operations and duties conducted by the Forces of Liberty in these systems against hostile parties will be assumed by the Vagrant Raiders.

iv. The law enforcement agencies of the Republic of Liberty will cease operations in Kansas and Humboldt. These systems will fall under Natio Octavarium jurisdiction and law.

v. Enemies of the Republic of Liberty will not be allowed to use Natio Octavarium territory as forward operating bases for attacks on Liberty holdings, corporations and territories.

III - Civilians and Trade -----

i. Citizens of the Republic of Liberty and corporations of the Republic of Liberty will be permitted full passage in Natio Octavarium space, pursuant to Octavarium law.

ii. Citizens of Natio Octavarium and corporations of Natio Octavarium will be permitted full passage in Republic of Liberty space, pursuant to Liberty law.

iii. Free trade of commodities legal in both houses will be opened between Natio Octavarium and the Republic of Liberty. Obstruction of free trade will be considered a criminal act against one or both houses, and the militiaries and law enforcement agencies of either house may act against offenders according to their respective house's piracy laws.

IV - Validation of Treaty -----

i. Signature of the representative of the Government of the Republic of Liberty: Samuel J. Worthington

ii. Signature of the representative of the Government of Natio Octavarium: Harold Angus Kane

iii. As of the moment that both the signatures of the representatives of the Republic of Liberty and Natio Octavarium are placed on this treaty, it will become valid as law in the nations of the signatories.
