Leaders of the Coalition, after speaking to one of your captains in the field, I have seen fit to direct this formal request to you.

My name is Atticus Komm. Formerly of Cambridge Research Institute. I have a Phd in Xenoarchaeoligy, and degrees in earth history, occult theory, and xenobiology. I have done field work on Pygar and Sprague, and have been doing field work for more than 21 years. I command a research team and several associates to do shipping work and other tasks. And I require the Coalition's help.

Without revealing anything in this transmission that could potentially be of service to your or my enemies. My team have come into possession of something. Something potentially very dangerous, and of benefit to the Coalition.

Something called the ALPHA code.

We found it in a derelict Consortium probe in Omicron Delta, which had a packaged ALPHA code within it. A data bomb of sorts. Apparently it had been dispatched as a "Dead Hand" contingency and was en-route to Planet Gammu when it was shot down. I do not know by whom, but we recovered the probe's control unit.

From our studies of the ALPHA code, we've determined that it is something... far different then anyone thought it was. It is a cosmic algorithm, and we believe it is fully sentient, and actively thinking. It tried to take control of our ship before we isolated it into the Probe's mainframe. I will leave out it's exact capabilities, as I do not want to risk this message being decoded or interpreted by our mutual enemies.

What I will say, is that the ALPHA code was intended to be used as a defensive superweapon, against the individual who created and controlled the Consortium. This is possibly the same "FGTW" intellect referred to by the Harvesters years earlier. And is presumed to be both ancient and alien. I do not know exactly, as the databases were incomplete.

What I need are research facilities, staff, and support. The Coalition is my first choice as the other organizations in the high Omicrons are too factionalized, self-interested, or weak to help. The Coalition is, as I have said to your captain, altruistic enough to want to help the people of Sirius, and cruel enough to get the job done. You have facilities I need, and firepower I very much want.

In return, I will ensure the SCRA gains direct and exclusive benefit from any of my research. If the ALPHA code is, as I suspect, a weapon, it may be of great use to an organization such as yours. As virulent as it is, it could possibly an answer to the "Nomad Problem".

There are a great many loose ends I will need to tie up, and myself and my staff cannot do it alone. We need a large, well equipped force who is willing to support us. You are my first choice for a good reason. Please do not let me down.

I was the "captain" that you spoke with. As you may now realize, I am in control of the SCRA, the military branch of the Sirius Coalition. I apologize for the delay in getting back to you, I'm afraid that there were internal matters as well as other operations that required my attention.

I am pleased to say that I can now focus my attention on the possibilities that you bring to the table. We have already discussed what the ALPHA code can do and what is capable of.

I will see to it that your vessel is granted a Visa to Omega-52 so that you may meet with our staff and engineers. I'm afraid that while we have those who are knowledgeable in Artificial Intelligences, there are no longer any experts as a certain failed attempt in the past led to them being turned on by their creations. I trust that this will not happen again.

Before we do all that however, I need to know exactly what it is you'll require and what you expect from us in return.

Excellent news, Field Marshall Garcia. And congradulations on your new promotion.

But I am not here for small talk. In addition to the Omega-52 visa, I will require a suite on Mykolaiv Research Station. Access to a series of "restrained" AIs and computer systems of various levels of sophistication to test the code snippets we have.

I will require a secondary location on planet Volgograd, remote as possible, with a completely isolated computer network to test ALPHA code related systems without a 'combination' risk to Mykolaiv's systems or any orbital infrastructure.

I will require direct, uninterrupted lines of communication with you as leader of the SCRA, with as little red-tape as possible, as well as military and intelligence support as needed to acquire research and provide security.

And I will need research staff. If all of your key AI researchers are dead, we will need to bring in outside help. I am not of a military background, but I know what needs to be done, Marshall. We may need to use 'persuasive measures' to bring them in. I trust this can be done.

I'm sure, considering the potential of this code, that we can come to an agreement.

I have approved your clearance for Omega-52. Naturally, you will be escorted during your time on Mykolaiv Station. I trust you will not take offense to that, it is standard even for the closest of our friends when they access RED Territory.

We can discuss things further within Mykolaiv in person. There is a board room that is available to use. Rest assured, I will be taking steps in the coming days to acquire various samples of Artificial Intelligence's of varying degrees of sophistication.

There is no facility available on Volgograd however there is a facility on the planet of JiangXi within one of the ruined cities that is currently housing an isolated version of one of our failed experiments known as TALOS. It also houses other Artificial Intelligence experiments that failed for various reasons, though there is currently a stable, if primitive AI known as BAAL that is still operational. This facility is already designed for the task that is required.

I'm sure you can understand that I cannot allow the virus to go anywhere but that facility so we will do the following: Your vessel carrying the virus will go immediately to JiangXi at coordinates that will be given to you at the appropriate time. From there, you will be directed to the appropriate location on the planet and inside there will be a facility where our scientists can isolate the virus.

Communication between us will not be an issue, I assure you. I have taken a personal interest in this project. Besides, red-tape is a relic of the ineffective governments of the houses. I assure you, it will not be a problem within the Sirius Coalition.

As for outside help, it is indeed possible. Though I am loathe to engage in "persuasive recruitment" I am still willing to authorize it as a last resort if other means fail. I am confident that once they learn of the project and what it entails, they will be curious enough to come willingly.
