Could unlawful IDs like the Outcasts, GC, Corsairs, Mollys etc claim bounties?

My question is, If I pirate someone in an Outcast Id in Kusari and he is bountied. He refuses to pay I blast him open. I wont remain empty handed, because I can get money from the GC BB for an example.
