hello im back again with my 'probably' final concept...

please discuss and tell me if something doesnt match or some im willing to change and/or think about everything of course

Founded 820 A.S. the Raptors are a combination of varoius criminals and elite fighters who met in a bar that will remain unnamed and after hours of discussion they decided to team up to follow a few very specific goals they all shared. Their goals a extremely important to them and one goal is needed to fulfill the other. The Raptors are getting their cash through piracy and they even try to pirate military and police forces. They are looking for targets every second in space no matter if it’s a transport or a gunboat. Supporting no one and they make demands on everyone. The Raptors don’t assist anyone during fights or raids, just if they are asked and paid in advance to do so. Nothing will be done for free when someone askes for help.

Combining methods, techniques and systems of multiple facitons and ideas from indiviuals the Raports are free to do what ever they want without any limitations. Their main target is to earn credits and if someone gets caught his credits are going to be take away from him no matter how. So far there is no know station belonging to them so they are using other factions station to meet and team up. Raptors are working against everyone, but the great thing for all others is that their friendship can be bought. It’s not cheap, but it can save someone a lot of trouble.

There is no known bounty board of the Raptors. Rumors are telling that they have a To-Do-List which is just a list with names of people they are going to kill. There had been reports about people trying to make fun ot the Raptors. Those guys were never seen again after their name appeared on the To-Do-List. Once someone is on that list every single member will be looking for those individuals, they will find them and after they caught him he will dissapear - forever. Such targets only have once chance that is given by the Raptor – they pay a nice amount of credits to them. As they are always looking forward to get richt they like it better if they are paid as killing them doesn’t push them forward.

The friendship between an unknown supporter and the Raptors improved over time and it can be seen quite often that a Raptor escorts someone for cash and defends this guy with brute force if needed. Being pirates, killers and criminals usually doesn’t combine with the function of a protector, but that just the way they work and so far it proved to be a good for both sides. This friendship is very important as this gives them some placed to eat, sleep and repair ships and gear.

Senseless communication is mostly ignored as they expect clear answeres and questions. Some smaller groups have tried to get in touch with the Raptors and failed as they weren’t able to make a clear statement. This fact makes diplomacy a very tricky issue, especially when speaking with the Raptors Major – Eva Falk.

Raptors are othen seen attacking military and police force after demanding credits from them. There is no difference between military and civilian targets for them as their main goal is to get rich. Focused on piracy for cash only they will never accept an offer for cargo when someone can’t come up with the money they will engage him taking his life instead of his credits which gives them some kind of satisfaction. Killing people belonging to house organisation makes them all Raptors smile, but credits are even better. Everyone will be confronted with a demand, but as the military usually doesn’t pay up they are bad customers for the Raptors.

The Raptors are not interested to push back houses from Edge or Borderworlds as their traders are the once bring the cash to them. Piracy is their only way to be able to fund their actions against the forces of the Cayman system whichs they are willing to take over, this also explains why they even try to pirate house military or other unlawful factions.


The Raptors motto is
we pirate for cash only – we don’t care about cargo
take credits – not lives


Being interrupted by lawfuls always ends in a fight to the death which will be fought recklessly and by using whatever is necessary.

Sometimes it can be seen that a Raptor member is escorting someone and if that is the case there won’t be anything legal on board of this ship. The payment will already be done as they expect the cash at the beginning of their work. No Raptor pilot is even allowed to fly a transport as this would be in conflict with their regulations and laws which were created by their leaders. Getting rich and fighting is their live and no to fly around being one of those scumbags of traders.

Since the day this group of pirates was founded they all together share the same dream. The dream of taking over an entire system changing it just the way they need it – full of unlawfuls where everyone that is willing to pay them is allowed to enter. They should all be there together without any conflicts with a special purpose. They are planning to have an own shipline some day which fulfills all their special needs by having own powerful weapon systems and technology to be able to fight lawfuls and others using more force and stronger equipment. This vision makes them even more dangerous to others as they know that this plan requirs huge amounts of credits which they are taking from anyone. The entire battleplan to take over a system is already in work and could be finished in near future. To acomplish that they need to grow in number as this can’t be done by a hand full of pilots.


The Caymen Strike Force

Right after the Raptors were born they began setting up the plan to accomplish their main target – taking over Cayman. To be able to do so a Strike Force was created – short CSF. This group is launching attacks on Cayman every two days or sometimes even every day since they started their purpose is to weaken the forces who are controlling Cayman by now. The pirsoners are getting killed to ensure they can’t return to Cayman and keep on fighting. This cruel plan was forged to fill their enemies with fear and to make clear that no one will survive once they are being engaged. Selling their enemies to slavers would get the Raptors even more money to fund their goal, but as this was considered being to dangerous this plan was dropped very quick as no one should be able to return if he could escape somehow. The work those Strike Force members are doing is very important and only very skilled pilots are allowed to join this elite group.

Mid 821 A.S. all Raptors entered Cayman to make a big impact on their forces. A Major engagement started with people dying on both sides. The Raptors lost four members, but their opponents lost hundrets of fighters and ships during this fight in open space. Being the winners gave them much confidence and on the next day Major Falk announced that the CSF will receive twice the men they are now to attack harder and with more powerful. So far the members are still the same and the know the Caymen sector very well attacking there every day to weaken the opponent until they are weak enough to be taken out once and for all.

Rank Description pic (coming today)

Major
Major, the highest rank within the Raptors. Eva Falk holds that title since the date of foundery. This rank allows her to command all others and her orders are final. This rank allows all ships and all equipment. Official communication is one of the things only a Major is allowed to. Furthermore this rank is part of the high command of the Raptors. Commanding the Cayman Strike Force during major engagements.

Commander
A Raptors Commander is the second highst rank and also part of the high command. Being second in command this rank also allowes to command the ranks below as well as to use all permitted technology and ships. Other important tasks than official communication are often done by Commander’s. A Commander is also allowed to lead the two Cayman Strike Force teams.

Man of Steel
Elite figthers withing the Raptors will be promoted to the rank of Man of Steel. Every member of the CSF is holding this rank which permits them to use ships up to the Gunboat class. This rank allows someone to command the ranks below during attacks in and outside of Cayman when no Commander is present.

Assassin
Assassin’s – this rank might seem to be very low which it isn’t as those men and women are very skilled pilots who are mainly hunting To-Do-List targets and sometimes they are also part of the CSF when bigger assaults take place. This rank allowes snubcrafts and Montante gunships only. Assassin’s are permitted to take Specialist’s with them to support them.
They are allowed to command Specialist’s only.

Specialist
The lowest rank that is given to new members. Allowing snubcrafts only a Specialist is often supporting the higher ranks, but piracy is their main focus. After they have shown that they are active and working with fun and success they are allowed to use the gunship as well.
They are not allowed to command anyone.

All ranks are ordered to pirate allowed targets on sight – there is no excuse to let someone pass without receiving any kind of payment

Eva Falk

Using a strict line and clear goals Major Eva Falk knows everything that happens – when it happens. That way she is the only person ever leading the Raptor as she was selected by them. Only selected ships and equipment are allowed to use to ensure they don’t look like a bunch of unorganized fools. Right after she became the Raptor’s Major she began demanding that all of her pilots are confirming their actions with reports. Being lazy won’t work, as 1 report within two weeks is demanded by her from anyone. Strict, but fair she promotes her pilots for great actions and succesful piracy or killings.

Eva joins her pilots very often during combat which motivates them. Her people follow her without questioning her decisions as they are fully trusting her. She loves to drink alcohol and is very tempramental. Many people died already as they said something she missunderstood. During diplomatic conversations she is like all other Raptors very direct and things are said as they are without talking around the issue.



Loki

Number 2 right after Eva he is just as strict as she is and always keeps an eye on the others to ensure everyone is using allowed components only. He is responsible for the support and uses a carrier to ensure his fellow Raptors are able to dock and get supplies. He’s not very chatty and hardly tells anything about his personal live, therefore almost nothing is known about him.

A Raptor is not allowed to
- pirate or attack any allied ships
- use ships and equipment that is not listed or permitted
- pirate for cargo or anything else except credits
- show mercy with his targets
- pirate or attack ships of factions who paid


A Raptor has to
- follow the orders he gets
- pirate every ship no matter if it’s a Fighter or Train and kill them if they don’t comply
- pirate military, police and intelligence forces as well and kill them if they don’t comply
- make the highest demand possible (members will receive a detailed instruction)
- report his actions twice a month
- activly hunt and kill indiviuals who are listed at the To-Do-List


Misbehavior will be punished and showing effort will be rewarded!

Well... I'll preface this by saying that you tried. This writeup does show clear amounts of effort invested and some thought put forth.

That said, much feedback ends up being nitpicking, and bear in mind that any group of "Sirius Police" (be they actual lawfuls, or infinite ZoI unlawfuls such as your idea) are subject to the highest possible scrutiny.

What is the approximate size of this group of criminals and elite fighters? Were they primarily Freelancing pirates?

Leaving this meeting location ambiguous also seems like a little bit of a cop-out.

The latter seems like an exercise in futility, and personally I'd be of the assumption that any sane pirate or freelancer would realize this even before making a demand.

This is a little hypocritical.

This is a strange restriction. Bear in mind that certain valuable cargoes are worth a large sum of credits if they can be brought to a place where they're in demand.


I'm going to skip a little bit ahead to your purported goal; controlling the Cayman system and turning it into an "unlawful haven" for your faction (and if you're the same person who has been asking for an "unlawful system"; no offense, but you're oddly fixated on this). In this goal, you state a desire to expand. But how exactly is your organization supposed to supply and sustain itself when -

Again, temper the powergaming. This is doubtful.


I'll summarize; you've put some effort into this faction... That much is clear. But I genuinely don't believe that it (or the Reapers of Sirius, for that matter; but that's another story) really fit into the Discovery Setting as a whole. Try to see into the minds of the actual non-player characters of your hypothetical faction; are they remorseless and emotionless machines? Would they be okay with the fact that the Raptors as a faction are killing all prisoners they receive?

Also bear in mind that the Discovery Setting is attempting to promote intra-system conflict and interaction by removing Guard Systems or de-Guarding them by mixing in other (often opposing) factions. Two years ago in the setting the idea of an "elite" force holding their own system that they jealously defend would have been more warmly received by the community than it is now.

The premise needs to be far more humble and perhaps less ambitious, in my opinion. Form alliances and agreements first; interact with allies and enemies first, before deciding what your Sirius-affecting goals are.

Just a heads up. Effectively you can't escort or rather protect others with the pirate ID and IFF except it is also another Pirate IFF'd ship. Otherwise the lawful combat vessels can just ignore you in their house space and attack said transport without you being able to interfere. Just something to consider (Yes I saw the ID you imagine, but you obviously wont start with it).

Otherwise, I assume your main operating zone are the Omegas around Cayman then, right?

Your ID idea is wonky:

It's quite hard to follow such list for others, especially if it constantly gets changed. It's also abusable as hell "Hey I attacked you because you were on our to-do list, but you already got deleted from it since I killed you." or "Hey put this guy on the list, because he said something on the forums I didn't like!"

"- can escort smugglers only"

It's not really a defined term. Especially rule-wise. When is a smuggler a smuggler? For instance someone hauling Cardamine in Omicron Alpha isn't a smuggler, he becomes a "smuggler" when he enters space where Cardamine is illegal. So it is not really a clear term.
Better would probably be: "- Can escort neutral or friendly freighters and transports" or something like that.

Why only official factions? If anyone, small unofficial groups could need that offer.

Overall I see here much potential for future drama, mainly based on ruining other people's day and the whole list thingy.

On a serious note, I'm pretty sure the Developers have their own plan for Cayman mate so making plans around making a faction in Cayman may be premature.

the list is a bit a problem im currently facing as this could only be done by making too high demands while using Pirate ID...

smuggler -> carrying contrabands

was just an idea to offer it to officials thats changed fast

nice to hear that about pontial Smile ill still change some things before i get it started

hmmm cash only... well as this faction has a clear line that is not allowing transports it doesnt make sence to pirate for cargo does it?... i know that it could get more money but i want to keep the no-cargo line on this one

supplying the system well be negotiated inRP with another faction in case someone is interrested to even get this going

Cayman isn't getting deleted and Coalition isn't getting it, they already have quite some things to conquer before they get to Cayman.
