Well met, Chief Commissioner, and honorable members of the War Cabinet. I am David Rose, CEO of Detroit Munitions. I do trust that our company needs no introduction. I regret that this contact comes at such an urgent hour for your noble House, but I do believe that our company can be of a great assistance to the Kingdom. At our most recent company meeting, a secretary pointed out a possible discrepancy within the Bretonian Charter of Interstellar Law, Section 3.3, and the Bretonian Restricted Goods Licensing, specifically Military Materials Licensing. Until this point, we have – perhaps foolishly – assumed that "Ageira Technologies and Affiliates" covered not only Detroit Munitions, due to our special partnership with Ageira, but also our various contractors, as well, under the "and associates" clause.

However, as Caroline pointed out to us, this is an interpretation of the letter of the law which, while it seemed obvious to us, might be different from what the legislators who drew it up intended as its spirit. As such, Detroit Munitions would like to check with the Police Authority that we're operating within the bounds of Bretonian law and won't have any issues with such in the future, and to that end, we're willing to share all the details of our employment, contracting, and distribution-license-issuing procedures as proof of our absolute commitment to the well-being of not only Liberty and her citizens, but Bretonia as well, and our firm will to retain our close relationship with the respective law enforcement agencies of our Houses.

In brief, we're seeking some kind of official confirmation that our shipping operations involving our Light Arms, as well as those of our contractors, are legal in Bretonian space. If it's the case we've accidentally fallen slightly outside of the law, then we think it'd be in everyone's best interests – given the war and shortage of supplies within Bretonia at present – if some exemption could be made given the circumstances. Finally, we'd like this channel to remain open indefinitely as a line of contact between our organizations. On behalf of everyone here at Detroit, thank you for your time.

The Chief Constable, Nigel Hutchinson, has passed this down to the Licencing Department for us to deal with.

With respects to your 'understanding' of the terminology of "Ageira Technologies and Affiliates" we are happy to clarify it for you.

"Ageira Technologies" is defined as the Principle Contractor. This covers all Full Time Employees of said Company.

"Ageira Technologies Affiliates" are defined as those that have the "Ageira Technologies" franchise and are under the 'umbrella' of "Ageira Technologies".

Sub-contractors are those that are hired 'ad hoc' and are all those that carry, but not exclusively, the Freelancer Papers. This also covers any outside Companies that "Ageira Technologies and Affiliates" hire in, 'ad hoc'.

So,with reference to the
Bretonian Charter of Interstellar Law, Section 3.3 , and the Bretonian Restricted Goods Licensing, specifically Military Materials Licensing:

"Ageira Technologies" require no Licence as they are deemed to have a permanent Licence.
"Ageira Technologies Affiliates" are also deemed to have a permanent Licence.
"Ageira Technologies/Affiliates" Sub-contractors are required to obtain a Licence to transport Military Materials within Bretonia, unless they are already covered by being 'Registered Corporations'.

You may, if you so wish, Register all your Sub-contractors by providing a comprehensive List and the required fee for each.
