It was hard to tell by the evidence (or the logs) of what happened during this interaction. Either way, all we see is a lot of OORP messages in the local chat and that is a nono.
For <s.exe>-01010010 in particular: The point of a Recruit ID is to allow the player to set up a ship without others attack them. Since we have no way of telling if this was the case in this particular encounter, this is a warning.

Hmmm I think i remember this one, he was flying a fighter, wasn't a noobish lvl 30 or lower... think was above level 40 or above. I approached him in Coronado and cd'd him and his immediate response was to go OCC and shouting rules saying my ID doesn't allow me to attack people in Coronado, he never even said anything about him trying to set up a character... if he had I'd have left him alone. Sorry if my attitude was abrasive but it ticks me off when people's first reaction is to go shouting rules at me in OCC instead of actually doing RP.
Also just to be sure this is the event I'm recalling could you send the evidence?

You sure I was doing OCC in local? I'm pretty sure I was doing it via PM
