Hello I have a question because maybe I'm noob about this basses. The declaration for construction of a base must be created before you construct it or when u create the base, with base name and location?

This is a decent place to start.
For a Core 1? No, all you need is just to place it down somewhere. Only base upgrades would need to be sent through the admins. However, inRP roleplay laws may govern the area that your PoB is placed.

Then when i upgrade her to core level 2 I must create declaration with full location name etc. Thank you a lot

Not really, you just need a thread with some info about it's existence, so as to provide the required role play about the base.
See the requirements for asking for core upgrades as for what are the minimum requirements, whatever is not stipulated there is for you to define freely. With eventual social consequences.

Very important to remember this part. If you build a base without authorization in Bretonia it will incur a fine and/or destruction
