I bid good day, now contacting you all of a sudden may be strange but one of my operatives recently encountered you while on assignment. I must say, the information he brought back really got my attention.

As some of my reports might go, the recent LSF and Navy intrusions into Rheinland space has left me in a predicament that I have to sort out. First of one is which the LSF intrudes into Rheinland carrying Nomad related material and proceeds to shoot down our vessels. If i'm not wrong, this is what led to the previous Liberty and Rheinland war and as judgement from the Oberkommando, we dropped the incident as we can not afford another war. If you wish for more information on this matter please ask away, I want to get to the bottom of that incident as quick as I can. You see, where you come into this is that you are possibly someone who understands that almost no one in the LSF is even wanting to open negotiations with a neighboring intelligence agency. As i say, "House's sign papers to stop wars, but every agency never stops fighting each other."

Its a cliche move for me to say something like "I scratch your back, you scratch mine" and as cliche as it goes, I never scratch yours... But I am willing to help you out. As far as I'm aware something like the state of Liberty doesn't even allow you to step close to any installations which means that complete repairs for such a vessel of your size seems almost impossible. This is why I'm willing to see if I can negotiate terms for your ships to legally enter Rheinland space, I understand the stress you must be under with the LSF and Navy hunting you around every corner but please be assured that you'll still be heavily monitored by yours truly. Maybe proving your worth around here by showing you're a true ally to the Republic might give you some leeway into some newer options with the Bundestag; But thats just a suggestion.

If you're willing to talk and possibly work together, should we take this one step at a time?

I must say I was quite intrigued when I received your message. I know of the BDM ship that was close to the Unioner convoy our pilot was escorting. I believe you are aware of that cooperation. What I wasn't aware of was that the Navy was pushing into Rheinland yet again.

Your rather open offer for assistance was also certainly not withing my expectations. I see what you'd gain out of it but I still got to assume that this offer won't be free.

I cannot afford to deny your assistance though, so I'd prefer you told me what you had in mind, as I am willing to talk and hear out your offer.

Well, what else does an intelligence agency want the most? Strategic and military intelligence. But since our agents generally can't step foot into Liberty without setting off alarm bells across every corner of the Republic of Liberty. Bluntly, I see that you still fight for a free Liberty against what is a corrupt Navy and LSF regime, But I also have my own goals. We've had operatives fly past time to time in the New York system on its outer grid on an expansive minefield. People call it Zone-21 but what lies inside is still a mystery to us, that area is patrolled more than what we even have at our disposal, We've never gained intelligence of what happens in there and efforts to do so have met with either a pull back from the area or have met with detainment. I understand if you don't want to answer this question due to the sensitivity of the subject, but I need to obtain this one way or another.

Another is to know of your available contacts within Liberty, if some are relevant, we should be able to assist you within a circle of middle-men organizations to ensure that our cover is still intact if it ever comes down to supplying equipment or supplies.

while I won't feel comfortable revealing all of the Navy's secrets as of this moment it is a thing I will consider for the future. I can tell you that we are slowly running out of supplies and resources. Our allies do help us but most of our contacts are with Liberty's underworld. Few within the LSF or Navy are willing to communicate with us and see themselves justified. The corruption and infection is perfect within the republic.

We are fielding operations together with the Lane Hackers and the Unioners as there is no use hiding that. Is this the information you required for further communication?

We can see about resupplying your vessel, with a few contacts within the Lane hackers, we can actually see about getting them shipped to that location to one of their installations, I will see about relaying a request to deliver some supplies to the Lane Hacker organization. Although if the Unioners were to interfere with the shipments of these supplies due to their general criminal classification within the Republic of Rheinland and general attitude towards the Buro, I can not guarantee that things will go smoothly. For once this questions my judgement if relations can even progress between us with your current relations with the Unioners, not because I detest their blatant terrorist acts but that of because I fear that the Unioners will do everything they can to ensure that our relations will never progress at all.

I will do as much as I can to help you on reasonable grounds, on your supply and resource issue, please tell me what I can do for you.

I understand your concerns, especially knowing the way the Unioners act toward Rheinland forces. Our main concern is the maintenance and supplying of our more heavy craft. We have no elaborate shipyards or technicians anymore. Upgrades are falling short and our ships lack parts. We compensated some with our limited funds but those will run out eventually.

We are capable of entering Rheinland or escorting your craft of course... given you clear that first.

I am surprised that you offer these so freely now. I am grateful. The thing we need the most is ammunition. It is rather difficult to come by any. Armaments, Munitions, Side Arms. Those are all the things we lack the most. With the most important part being ammunition for our capital vessels and the snubcraft.

What problem we are also facing is our engines. We bought parts from the local groups and refitted many of the engines of our smaller craft but the parts are sub par. Some are even scrap parts. I am assured that many standard parts could be refitted and used to maintain our engines.

Those are the most direly needed supplies apart from the funding for our pilots. Moral is on a constant up and down with people not being happy with the situation at all. The living standards are dropping while the systems are failing. We can probably go on for a few months but it's getting... difficult.

If you want to support our fight for Liberty and against the Navy any of this support is very appreciated.

I've just received word that our covert logistics operative has just delivered the last of the resources you required at Cochrane Depot, one of the Lane Hacker installations in Ontario. As for now, we've delivered a total amount of an estimated delivery of around:

I am impressed by how quickly you supplied this. This will keep our ships armed for quite some time. With you supplying our war with weapons I believe you intend to keep it going for an extended amount of time.

The Unioners and us are effectively locking Bering down more and more. You should not expect many LSF ships to come through there while we are there.

Our only problem that become more apparent is funding. At this moment we aren't receiving much and our contact networks in these new surroundings are only building up.

We have to pay personnel and resources we cannot gather otherwise. The Navy used to have a massive budget, in a way this is getting back to us now.

While we keep the LSF away, we can allow the BDM to get into Liberty. We can assist you, given we'd share information gained through that about Navy movement or Nomad involvement.
