The Union will share information on all large vessels, carrier size and up, cleared for passage in Bering. In return, the Separatists will do the same. The Unioners guarantee assured access to Pacifica's munitions production capacity for all Harmony vessels, including total vessel overhaul,, without charge.

The Unioners will not deny the Seperatists access to any Unioner or Unioner-overseen development within Bering, without prior notification and exceptional cause.

The Unioners guarantee to share technological and tactical developments deemed mutually useful without attached conditions.

The system is considered to be jointly under Unioner pragmatic control (we have the most civilians, most enlisted, etcetera), whilst remaining an assured haven for the Separatist movement without Unioner institutional oversight. This state of affairs will continue unless mutually terminated. Bering will remain a free and independent de-statified haven for all causes that need the protection of the belt.
