The Core would like to share its technology with the Liberty Navy (and the LSF), as currently, we are in possession of several Liberty vessels given to us by the LN and the LSF, yet we are unaware of the extent at which Liberty uses Core technology. In the distant past, the Bounty Hunters Guild Core and the Liberty Navy were known to lease Capital Ships with one another. Whilst I do not know of any specific Core Capitals that were in circulation of the Liberty Navy, there were times when the BHG Core was contacted to deal with unregulated Core capitals. On our side of things, as far as I know, the BHG Core did indeed have one Liberty Carrier, known as the Haven, and potentially a Liberty Dreadnought of a name which I am currently investigating.
Convieniently The Core has recently obtained what appears to be an - ahem - Order Liberty Carrier, known as the Liberty Lost, and it has been impounded at Alabama Shipyard. The background is messy and I'll save you the details, but I can spare them if you wish. Long story short, The Core would like to recommission this vessel as the Haven MK2, and use it in our operations against both our and Liberty's enemies. Before we proceed with this, we wanted to request your permission. The Core is more than willing to grant the Liberty Navy the chance to construct it's Capital Vessels themselves in exchange.

- Any and all non-Core personnel detained within from the capture of the ship shall be handed over to the Liberty forces for interrogation and trial.
- An engineering team will be sent to Alabama Shipyard to conduct an assessment on the hull and internal systems of the vessel. They will also serve to train any Core-employed engineering teams on how to operate and repair the asset.
- An investigation team will be deployed to the site to collect data regarding the ship. The Core will release any and all knowledge previously gained, regarding the vessel, to the investigation team.
- Upon the conclusion of all tests done by the investigation team, they will be ferried back to a point where Liberty Law enforcement assets will retrieve them.
- Upon conclusion of the damage and systems assessment, the engineering team will remain at Alabama Shipyard until any discrepancies that cause an unsafe condition of operation has been rectified. Afterwards, they will be ferried back to a point where Liberty Law enforcement assets will retrieve them.
- The Core will treat any and all members of the investigation and damage assessment teams with the upmost respect and care. A single issue will terminate these offers.
- With the level of security expected with the transit and hosting of these Liberty Personnel, elevated transit rights for Liberty Navy vessels will be granted to prevent any issues with transit and escort of Liberty Navy ships.

The restrictions and inhibitions placed by the Liberty Navy upon the Core for the eventual release and operation of this Atlantis-class is agreeable to the Core. In addition, we will be sending our own intelligence assets - the majority, in fact - to better understand how this came to be. However, we would like to turn this confusing situation into an opportunity for both of our organizations.
In addition to what the Navy has already put forward, we would like to see one of your Mako-class vessels be placed under the unlimited jurisdiction of the Liberty Security Force, in return for your eventual operation of this Atlantis-class. While we understand that the Core is perhaps needing for vessels more than our House, we also cannot wanton toss away vessels in the middle of a dire war effort. In addition, this can function as a form of tech exchange that would lead to even greater cooperation, given that you will eventually have access to a majority of the secrets within that Atlantis-class, and assumedly the Order already will have, as well.
We don't necessarily intend to take away something from your frontline - a damaged rearline vessel or even an unfinished hull may do, although preferably we would rather not have to deal with the logistics of moving a vessel that large without its own power from the Omicrons, or else we'd return the Atlantis ourselves. If this isn't agreeable to you, we may find some other method of making this agreeable for all parties, but we would prefer that both of our operational capacities only increase after this deal, not decrease.

Understandably, you wish to exchange an Atlantis - which we already effectively have - for a Mako. We can meet this request, as we do have the chassis of the Peleliu wasting away after the Dabadoru assault - I will warn you that the damage it took was significant, and there's a reason why we've left it alone. We are also not in the position to produce new Makos for the time being.
One key concern of ours is the nature in which this vessel will be used. The current political climate of Sirius is a sensitive one, and The Core enjoys the benefit of avoiding House politics to operate mostly in peace. For the record, let us know what you want to use the Mako for.

- We had already detained, and dealt with the ship's personnel years ago. The only, remaining, contactable member of the Crew - the Captain - was an ex-member of the Overwatch. Whilst there were initially plans to integrate her into The Core, including some of her most trusted personnel, she has been missing for the past year. I am sorry.
- We will gladly accept an engineering team coming to Rho to inspect the ship, as well as the training.
- An investigation team visiting is fine, provided they keep their investigation to the Liberty Lost.
- We are fine with the lengths of stay of both teams, and facilitating any means to return them to Liberty space.
- As long as respect is kept mutual there will be no issue - we are all friends here anyway.
- If you wish to send capital ships to our space for the purpose of escort, please let us know their callsigns beforehand so that we can ensure there are no issues during their visit.
- I see the LSF has already responded to this transmission. I have no issue with keeping it open.

The relative condition of your chassis, Peleliu, is of no real concern to us. We are in need of a hull that we can sculpt into a project anyway, and taking resources from the Navy dockyards has become an impossibility in these times of war. I cannot divulge the exact nature of our plans for such a vessel, but rest assured it would be relegated to home defense and operations in LIBSOUTHCOM, primarily against encroaching Unioner and Separatist vessels. By the time it would be put into service, I would doubt it would necessarily resemble the Core vessel it began as, anyway, although I appreciate your desire to maintain your neutrality.
Our only hope is that you can restore the Peleliu (if such restoration is necessary) to where it can be moved under its own power, as our logistical power to the outer Omicrons is frankly weak, and I sincerely doubt that the Bundesrepublik will look too kindly upon us moving even the hull of a capital vessel through their space.
