This was unfortunately not a prank. The Office of Intelligence did not overlook the dubious yet clear propaganda broadcasted by this "news" agency. It is deeply concerning to see Bretonia become victim of such a cheap, unashamedly obvious attempt of defamation. The fact that shortly after the Republic of Liberty made public that they revoked the Treaty of Curacao is seen as a dubious coincidence and investigations concerning what moved the Republic to abandon it are still ongoing.

The Empire treads carefully in the light of the Kingdom being targetted in such undisguised ways. Propaganda networks may as well attempt a similar approach to undermine recent achievements made between our nations, including the Crayter Republic. I will be open and honest with you and already apologize for the fact the KOI compromised your local neural-net to ensure internal security of this channel. They will not prey onto us here any further.

Mr. Shunsuke,

The Foreign Office is indeed concerned that the Republic of Liberty has chosen to follow down this path. Moreso, we are concerned at what lays beyond their motives in bringing several warships into the Cortez system unprovoked and their move to revoke the Curacao Treaty.

Bretonia has no interest in damaging the stable relationship that we have enjoyed thus far with the Liberty House, however such moves force us to seek further cooperation with other partners of the Crown. As the Empire of Kusari has benevolently extended a hand of support over Planet Harris, we wish to continue this partnership by expanding the defensive pact around Harris to contain all of the space controlled by the Kingdom of Bretonia, the Crayter Republic and the Kusari Empire. We want to ensure that any move done by House Liberty will face the most serious of repercussions should they attack any of the signatory parties.

The Republic of Liberty proves, with such moves, that there is a significant need for an opposing defensive alliance against it should the worst come to blows. We await your reply, Mr. Shunsuke.

While the Empire of Kusari shares Bretonia's disapproval of large-scale military excersises undertaken by any house at the direct borders of another nation, the Empire is not of the opinion that the current diplomatic frictions between the Republic of Liberty and the Kingdom of Bretonia justify such a radical change in our own diplomacy. The Republic of Liberty is a most reliable business Partner of the Empire since countless decades and we have no desire to see this change.

The Empire of Kusari is convinced that the Republic of Liberty acts in a for them usual manner of militant show-off to impress their domestic media landscape and does not plan to attack the Kingdom of Bretonia unprovoked. The Empire is also convinced that the Kingdom of Bretonia posseses the diplomatic talent to navigate out of this crisis without any form of intervention from our side. Should relations between the Liberty and Bretonia grow worse regardless, the Empire will readily act as mediator between both involved houses. We invite the Crayter Republic to participate in such a mediator role, just in case, although we expect them to have clashing interests given their relatively tight cooperation with both beforementioned houses.

We stress the need for a defensive alliance most especially in light of events around Planet Harris months prior. The Republic of Liberty has broken past agreements and we have no assurance that they will not violate our national sovereignty in the coming months.

It is of utmost importance for the Kingdom of Bretonia to maintain close ties to the Empire of Kusari regarding affairs of economy and military, however they may be jeopardized by a possible attack against Bretonia done by the Republic of Liberty. Such an attack could also draw away forces from systems such as Dublin and Leeds, both of which are in the process of rebuilding or increasing the output of installations present.

We urge you to have the most serious of considerations towards our part. In return, the Empire of Kusari can rely on Bretonia to continue respecting Kusari's economical interests in the following years in the Taus and beyond.

The Empire of Kusari will not participate in a defensive pact of this nature against the Republic of Liberty.
We understand your sincere concerns but we do not deem a defensive pact as the most suitable path to stabilize the situation and guarantee peace among the Sirian colonies, especially between Liberty and Bretonia.

You do not have to remind us about the diplomatic failure surrounding Planet Harris when it comes to the Republic of Liberty and the Empire stands firmly behind the commitments surrounding the current Treaty of Lewes.

To ease up your mind, the Empire of Kusari can guarantee the Kingdom of Bretonia that any unprovoked invasion of Bretonian sovereign space by Liberty forces in pursuit of official orders by their Government will be highly condemned and appropriate non-militant measures in accordance with inter-Sirian law, such as sanctions and embargoes will be undertaken. In the unlikely case of such an unprovoked attack turning into a full-scale invasion by the Republic of Liberty, the Empire of Kusari would pressure other international partners into sanctioning the Republic of Liberty. Supplying the Kingdom of Bretonia with military and other resources following such an unprovoked invasion is not out of question but it will depend heavily on the commitment and behavior of other international actors.

This is all purely hypothetical as we are still convinced that the Kingdom of Bretonia will find no issues in finding a diplomatic solution with the Republic of Liberty. Our offer for mediation stands and can be taken up by you even now. That is if you desire to do so, Mr. Duncan.

Crayter will happily participate in mediation between our friends in Liberty and Bretonia should the need arise. I too feel that Liberty is merely acting in a manner that is not unlike them, and recent events have not violated space beyond their direct border. Regardless, we are open to revisiting the discussion of a defensive pact in the event that Liberty does make overt offensive gestures towards the Kingdom of Bretonia.

Until then, I am of a mind with Genrō Shunsuke, and I feel confident in Bretonia's capacity to handle this dilemma diplomatically.

We understand the concerns risen by the respected delegate of the Empire of Kusari in light of the events surrounding the Curacao Treaty. We also understand Kusari's position during these talks as it remains necessary to conduct trade with the Republic of Liberty.

As outlined by both the Empire of Kusari and the Republic of Crayter in regards to offering the position of mediators, we hail this gesture of good will and hope that it marks closer cooperation between our three nations. At present, however, there is no need to act as such, but this may change drastically in the coming days.
