You sure you can bribe House factions? Not sure, I don't remember well.

No, you can not bribe House military factions like RM LN BAF KNF and so on.
Police factions like the LSF LPI RFP BPA are bribeable.
If you want to get the guard rep of a military faction, then you have to do a LOT of missions for them.

Not all factions offer double bribe's. Infact a great many do not. Saying that.the more bribes the better.
