bad luck in piracy? Still buzying around recruits that can't afford armor, scanner and even full set of bots? Paper readings (//rank 53) show that he's totaly dry on cash. Not much to raise funds to the empire from these small ones - kind of waste of time and resources. You should have forced him to mine up a full transport for free or something
