I have a question regarding access to Bretonian Space.Personally, I would like to supply Southampton Shipyard with Helium-3.But there`s a problem.

a expensive Kusari Train.Since Bretonia and Kusari are in war, and entering Bretonian space would be very dangerous, I am asking for a permission to fly in Bretonian Space and sell Helium-3.On the way back to Kusari I would buy commodoities in Leeds and fly back.

You appear to be misinformed about the result of the war between your nation and ours. If you did not notice before, there is a Gallic fleet that destroyed your Naval Forces and is attempting the same with ours.
The Republic of Kusari and Kingdom of Bretonia are not at war, but trade relations have not been re-established, especially considering the circumstances in the Taus.
There will be no exceptions. Kishiro-affiliated ships will continue to be treated as smugglers when trading within our borders.

I understand what you have said.In the future,I will use GMG Identification and start shipping Helium-3 / H-Fuel to Bretonian Space,since my buisness in Kishiro cannot continoue if I cannot enter some parts of our Sirius Sector.I also understand that there will be no exceptions with Kishiro-affiliated ships who enter in your space and "be continued to be treated as smugglers when trading within our borders" ,as you said.
