I have sent this message as Myself and LN-Falcon we in orbit of manhattan where there was 2 Rheinland transports just sitting there I give the the option to pay a fine of 2million SC per ship and leave or be destroyed.
They chose not to pay the fine so i give the order to take them down we mannaged to take the shields of them befor the docked.

Additionally, it is recommended that fines only be levied when the ships in question have previously been caught flouting the law - It is more reasonable to insist that the transport captains drop their cargo and be escorted to the nearest exit of Liberty.
