How do i put an IFF on a base that will allow anyone to dock?

Assuming you're talking about this; the answer is that there are no IFFs that will permit anyone to dock on a POB except for the Freelancer IFF or having no IFF at all (and having the docking permissions set to allow anyone).

Ahh ok thanks i have been awaiting reply for sometime now for permission. This would make my first registered base. I had one more befor this that i allowed to be destroyed.
