Those here listed are to be engaged on sight, and destruction is authorized if the suspect can't be arrested or detained.
BOLO standard procedure:
Any registered and tagged officer from the Liberty Security Force, Liberty Navy or Liberty Police Incorporated can order a "Be On the LookOut" alert on any suspect that has escaped arrest and/or execution. All needed is the name and infraction of the suspect, though further proof such as scans and cam footage is welcome if avaiable.
The requirements for filling a BOLO are:
* Suspect was caught law-breaking or presenting a threat to Liberty and it's citizens.
* Suspect was engaged by an officer, in communication and/or in combat.
* Suspect escaped arrest/execution, either by fleeing the area or killing/incapacitating officers on scene.
The BOLO has a standard duration of one month, and it is removed as soon as the suspect is detained or killed. Extensions can be applied, and BOLO's can be ordered for the same suspect more than once.
The BOLO alert is valid to all three law-enforcing agencies of Liberty, and every officer is allowed to carry it out. Proof of arrest/execution is recommended in order to nullify an alert.

While patrolling Texas on the lookout for blockade runners, the above-named Kusari medium transport was spotted with severe hull damage on full burn for Houston. I was suspicious, as it was coming from sunward rather than a lane; sure enough, its cargo was an assortment of illegal weaponry. Probably to be sold to other escaped convicts.
The captain was completely unresponsive and continued to aim directly for Houston. Sadly, it was too late for me to intercept; his ship was caught at the mooring fixture, but the captain's shuttle evaded all pursuit wings, and cargo shuttles picked the hold clean before local LPI patrols could stop them.
