Might I suggest a few alterations based on the history of that House and its laws? Afterall as a Police force your diplomacy is dictated by the laws and is not much different.
- Move BHG to neutral, these foreigners only recently were permitted to operate inside Kusari but they are not yet "friendly".
- Move Blood Dragons and Farmers to hostile. (main enemies)
- Move Colonials and Junkers to Unfriendly. (per Kusari laws Section 6)

These changes have been done according to our in-game relationships over time. The Junkers have given us no reason to consider them suspicious, the Congress blatantly opening fire at us even during one occasion. As for the BHG, we consider this to come from the open-mindedness of the RKS, meant to be more welcoming. We consider the Blood Dragons and Farmer alliance under 'supicious' in the regard that domestic terrorism is more the domain of the KNF, not the Police. In fact, the RKS and the Dragons have had positive encounters with each others in the past. If they're not bugging civilians or disrupting lanes, they are not our problem. The RKS is not meant to represent the entirety of the KSP, simply a mere branch of it, with a possibly varying diplomacy and loyalty. Just last night, we were arguing about if we should put the Hogosha as Friendly, Neutral or Suspicious, and the current choice is the best decision we could agree on about the matter.

As for the Blood Dragons, it's as Pinko said -- the Territorial Police Service exists to protect the people, and while they serve the government to an extent, the people really do come first for the RKS.
So, if the Blood Dragons aren't hurting the spacefaring civilian populace, committing outright crimes, or attacking the Kusari Naval Forces in front of us, we would be likely to simply monitor them and try to deter them from doing any of the above.
As a police force and not a well armed military wing, we'd be markedly less likely to INITIATE hostilities against well armed populist rebels, unless of course they're immediately endangering civilian lives or our own lives.
We're trying to portray a police force geared toward public security and civil law enforcement, and not a military at war. The difference can be hard to see sometimes on Disco, but we're actively trying to portray ourselves as different from a military, and so that may lead to some uncomfortable and interesting situations inRP, but I mean to me, interesting and different RP is a good thing.

Well, they're under 6.2 paragraph, not 6.1. Where it says that this list is for those who are unwelcome and will be deported, bla bla.

6.1 and 6.2 both are subsections of the "Enemies of Kusari" section...it's just that one group is for those considered to be extremely dangerous, and the other is just unwelcome for whatever reason.
Those two links you shared also have no bearing on the RKS itself, and in fact the second link even shows that The Blood Dragons consider their enemies to be the government and military, and not the Kusari People. Things will get truly interesting once the "Kusari Civil War" actually kicks off, (if they ever get around to writing it into the story XD).
While the Territorial Police Service is acting as a government police force, it's as I said...they're not going to "Go to war", they're not a military, and they're themselves loyal to the 'people' more than any Emperor/President/Admiral/General as well.
The Territorial Police Service is not the same as the old Imperialist Kusari State Police, who were feverishly loyal to the Emperor and also heavy handed and militant inRP.
Our stance regarding the Blood Dragons will very likely change once the "Civil War" actually happens, but as of right now they will remain listed as "Suspicious" and not "Enemies".
