Konnichiwa. I was authorized to forward to you RKS report #13 concerning a Freelancer carrying an artifact, as well as an unauthorized liner carrying a Cloaking device, but more interestingly, we would like to discuss the future of the Kyushu Trade Alliance within our space.
As you can see in the report, the KTA's current behavior is unnaceptable and incredibly confrontational. Here is a collection of the crimes the KTA seems to have commited during this single encounter, or were ready to commit had our branch not intervened:

Kusari Codex section 5-4 Wrote:"Private police forces" are not recognized, condoned, nor desired.
They are a loose cannon of an organisation, and we suggest that a harsh stance should be taken against them: that they should be severely sanctioned, punished and/or fined to correct their behavior. They are a considerable risk to our House, should we permit them to continue to act as they do.
Keibu Tomo Matsuda managed to secure the artifact from the Freelancer mentioned in the report. Though he is certain that it is inactive, he believes that the events caused enough of a turmoil that you should at least take a glance at it yourself.
The actions of the group known as KTA are indeed concerning. We defer to the KNF and Territorial police in this case, as the infractions are of a standard, common nature.

Having reviewed the stance of the Kusari Territorial Police Agency (RKS|) and the related reports, the Ministry feels that the behavior shown by this company employees is truly concerning, and may be cause for further disturbance of the safety of Kusari space and citizens.
Effective immediately upon the transmission of this message, an arrest warrant for the pilot KTA|Hyouge.Mono and any vessel under possession is issued.
The charges are: Disobeying and insulting an officer of the law; attempted assault on civilian and lawful vessels, usurpation of law enforcement duties.
The warrant is to be enforced by the RKS agents, with Naval and Kempeitai assistance if deemed necessary by the officers performing the arrest.

Second, the police forces, headed by the RKS agency, are to initiate a complete investigation on the company known as Kyushu - Tomioka Alliance, its assets and its members. There have been some mention of disturbance by members of the KTA in Honshu and around Kishiro corporation assets. I urge you to gather testimonies of any breach of the law that the KTA might have committed, and to present it as a single case to the Ministry of Justice and to other law enforcement organizations, namely KNF and Kempeitai branches.

Third, if any of the charges presented in the mentioned case remain unsanctioned, you may issue the company the appropriate fine.
I thank the officers of the Kusari Territorial Police on behalf of the Ministry of Justice and the Government of the Republic of Kusari for their diligence, and hope to see their continued efforts towards the safety and wellbeing of Kusari and their citizens.

The agency has been made aware of the issue and we will begin investigating the connections of the Kyushu-Tomoika Alliance and its affiliate organizations using the resources and methods available to us.
We will start by freezing any of their bank accounts on Kusari Worlds and tracing their activity. Any pertinent information will be forwarded to the Territorial Police and Government investigators.
We will also attempt to ascertain the nature of potential relations between the KTA and other organized crime syndicates.
