When playing Disco, my FPS briefly freezes before unfreezing again. It keeps stuttering and skipping frames. This generally happens when other players and NPCs are about.
I have the same problem and it doesn't have anything to do with the bandwidth.
The solution (for me and some others) was to run Dxtory in the background. I also use it to record videos.
In Disco, it is "on" by default. If you have 60 FPS, and never more, v-sync is on.
You can force v-sync off/on in your grafic card drivers. Define an exception for Freelancer.

In my case:
V-Sync on, nothing else: 60FPS and lots of freezing and mouse lag
V-Sync on, Dxtory on: 60FPS, no freezing but a lot of mouse lag; limit to 59FPS for less mouse lag
V-Sync off, nothing else: 180FPS (don't do this), no freezing, minimal mouse lag
V-Sync off, Dxtory on: 120FPS (limit via Dxtory), no freezing, minimal mouse lag
This is for AMD Radeon GPUs. I used Radeon Pro to disable V-Sync. The V-Sync option in Catalyst is useless.
It isn't possible to disable V-Sync with an Intel GPU. No idea about nVidia.
I'm a bit of a noob whenever talking about computers, but I have Nvidia. I never had problems with FL, always at 60 FPS, with Skype opened up as well.
Just pointing that out. Maybe it helps a bit.
