If you want to test it without motherboard just use a typical paper clip to short green and any black wire on the cable that goes into motherboard 24pin ATX. Just make sure to unplug power cable first before you do so because it'll turn on as soon as you shorten those wires.

that is true but you must also provide a load, if you dont have a suitable dummy load you can use a hdd
Well, I took the thing to a specialist. He then called me back and said, and I quote,"It works, I, uhm, disassembled the whole thing and put everything back in and it works:"
The thing is, my friend and I did exactly the same thing twice with no results. To top things off, I'm fairly certain of our ability to assemble a PC properly. I guess this is yet another case for the X-Files folder. Paranormal stuff right here.
