Preferably no Jump Gate, No Jump hole blocking bases... Laws are almost everywhere. So you will have to ask someone everytime or just hide it.
You will likely not be able to make any credits off of it if you build it somewhere that is taxed, and no matter how well you hide it someone will end up finding it and taxing it, kind of sad, you expect pirates to do the whole "pay us or die" routine but all the house navy do it as well.

Forget building a base on your own. You will burn out and quit faster than you can do the first core upgrade. Not even mentioning Lol-attackers and all the other base-related bad stuff.
I know a few base projects that you could get into, learn how it works, save a few billions and the frustration of realizing yourself that bases are not really cool.
It might not be effective for long, but you can try this: Build a base that is ridiculously below or above the plane, like around 50k or more. It might make trips longer but for your's base's security, it's worth it.

Don't. These bases are annoying to supply and adding 100k of afk cruising to every of your 3 daily supply trips will burn you out even faster. You will not survive Hull Segment shipments on your first core upgrade if you do this without quitting.
Get into partnership with someone who is maintaining a base. Buidling and maintaining it on your own is kinda, tedious and maybe at times, near impossible for an average Disco player.
You'll want a MINIMUM of 4 ACTIVE players to help maintain and defend a base. BUILDING a base could also be done via hiring out to various shipping companies (USI, Kishiro, Gateway, etc.), but that may also cost you some money.
I would say go for it IF you have the money to throw around and want something new/different to challenge yourself with. If you don't have at least 4 guys to help you, I would say don't try it, as it will quickly become a time-consuming chore.
