One solution that I have used in this situation while flying the wrecker was for me to head to a jumphole and pretend to dock with the jumphole - the fighter jumped through thinking that's where I was going while I didn't actually jump. Since it was within the 10k the whole time until the fighter left due to my trick I effectively made him leave me alone. If you do this enough times its quite effective at reducing the problem.

@OP:
How many CDs can a troll LF carry?
The problem isn't just CD's. The problem is that an LF is automatically faster than a GB, meaning that it's impossible for me to get out of 10k range, so if I ever dock, it counts as a "PVP death".

Engagement started when your shield've gone lower than 50%. Before that you can freely dock and undock.
That's a pretty fair point, if a single troll light figher can get a gunboat shield below 50% one should dock out of shame anyways
That isn't a requirement for it to be considered a PVP death. If they announce their engagement, and you dock, it's a PVP death, regardless of whether or not they damaged you.

Well, install a few rockets on your gunboat. Or wait till your enemy will run out of CDs.
Plus, I've never seen such trollish LFs. So I doubt they're common

3.1An attack is any hostile action that drains shields to less than 50%. Saying "Engaging" is not sufficientand aggressors are not allowed to destroy a ship before allowing sufficient time to respond. If a player is attacked he has the right to defend himself regardless of who is attacking. Trading nanobots, shieldbatteries or other ammo and equipment during a fight is also considered taking an active role in the engagement.
One of the main requirements of PvP death is that it has to succeed actual PvP. And you can read the requirements of that above. So technically yes, 50% of shields down is a requirement for PvP death too, and no, simply because they say so you won't be in PvP and won't be PvP dead upon docking.
In light of this you don't really need to care about their presence nearby you when you dock as long as you keep your shields at least half up. And to answer my own question, LFs can carry a total of 70 CDs (correct me if I'm wrong), which can deplete quite quickly, dare I say, in minutes.

Shooting them isn't the issue. I know how to use a GB, and I can kill snubs with any different gb turret in the game. Well, aside from pure pulse
The issue is them staying out of range.
Also, waiting until they run out of CD's doesn't mean anything. You can't out-cruise a fighter, they'll just follow you around when you give up chasing them and claim the kill if you ever dock anywhere.
They can't claim the kill if your shields don't go below 50%.
You can dock and it will not be considered a PVP-death if your shield at no point was below 50%.
There is not anything to discuss, really. That light fighter can follow you for all eternity, and it won't have an effect on your actions, as long as he doesn't get your shields below 50%. If you are tired of the dude following you, and he is a natural enemy to junkers, you can always go to Puerto Rico and let the bases there annoy him.

I can't imagine that working on anyone.
Funnily enough it actually has occurred a few times, on one occasion I suspect inebriation was the cause.
