With the growth and development of new military assets of the Alliance, the Coalition possition is not favorable. The Coalition Military has decided to deploy a special unit, called "The Specters", with the purpose of gathering intel. that would help in the war effort. They were effective for quite some time, but they lacked the necessary training to function in high-risk situations. This lead to their disbandment.
New Times:
The old leader of the Specters, which was a renown and obedient member of the Coalition who loved his nation, decided that to create a new agency with proper training and techniques in black-ops. But initially it was just a concept, however, the idea quickly spread around and one year later it was approved. The training of agents and preparations soon started.
Chabovik, the man who started it, died from unknown causes and then the new leader of the Agency was John Mouck, Chabovik's best student.
Now he created a professional and well organized division, which operates across all of Sirius and has agents who strive to infiltrate all enemy major forces.

Modus Operandi
-The Agency is very secretive and all its actions are carefully planed beforehand.
-The main idea which is planted into a new agent's mind is "Never get caught".
-New recruits are not allowed to enter house space without a superior officer accompanying them. In the case of this rule being broken, the said agent is left to fend for himself untill he returns.
-After becoming a full agent, you have the rights and freedom to venture in house space alone in order to gather intel. There are, however, certain systems which are considered prohibited except for veteran agents. Off-limit areas: Order space, Nomad space, Alaska, Puerto Rico, Ellesmere, Virginia, Poole, Salisbury,Gallic Space.
-An agent will always impersonate a military officer of the secondary fleet when communicating with targets of interest and people outside the Coalition.
-All agents must first think of their duty to the Motherland above all else, whether family or friends. During an op. what matters first is the completion of the mission at all costs, human lives included.

Description: The Black Death represents the majority of the Bureau's active agents, who specialize in interogation techniques intelligence retrieval from human sources.
"The Black Widows"
Motto: Classified
Description: A less obvious, but more deadly divison. They operate with stealth and cunning tactics, mainly sent in recon missions or to gather information from non-human sources.
The Bureau Ranking Structure
Director
He or she is the brain of the agency, as well as the most skilled and knowledgeable agent. His/shes identity is classified information, available to very few members of the Bureau. He/she commands from the shadows and rarely comes out in the open to speak with the agency or others.
Vice-Director
He or she is the public image of the Bureau's leader, the one who is recognised as the "boss" by most agents and who relays the Director's orders as his own.
Veteran Agent
An old figure in the Bureau, with plenty of experience, that generally leads major operations and trains the newer members.
Agent
The standard member of the Bureau, with little experience but who has completed his training and follows orders to the best of his capabilities.
Agent in Traning
The newly joined recruit - He/she is not accustomed with the agency's modus operandi and has yet to prove himself worthy of full membership.
Areas of Operations
Omegas, Rheinland, Corsair/Outcast space, Bretonia – here agents can operate freely, but maintain their cover. Liberty, Kusari, Gallia, Taus, Omicrons – here agents may only operate with exteme caution, avoiding any contact with hostile entities.

As with any new faction of the Coalition, I would speak to the factions you claim as allied before you list them as allied. Only because the Mollys are allied to the SCRA, does not mean they will be allied to you.

Just a little word of advice.
Well faction diplomacy goes with everyone using the ID/IFF. The Coalition itself is controlled by SCRA mainly so all diplomacy SCRA establish applies for indies as well. If TBH would go war against Samura, Corsair indies will go war as well, as part of the same NPC faction. So I dont see problem with them listing SCRA allies as their allies. After all, we all work for same ''house''.
About the The Coalition Bureau of Intelligence - we had the Coalition Commissariat with prettty much same idea in it. Unfortunatly leadership got banned/quit. If you will be able to replace that faction and stay around longer then 1 month - welcome aboard. I am waiting forward to see you flying around.
Though tag is kinda wierd. Should be close to SCRA| - CBI|. but that is just my opinion

Yeah already gave my opinion about this too Bureau of Intelligence sounds more something the Capitalist Houses would use We use Commissariat , that other faction actually died, I actually would be more into reviving the old one but a little different. You'd be using your own idea which you listed here, however it would be the Sirius Coalition Commissariat, since they share the same idea, making another intelligence faction is weird.
So yeah, if possible, replace the "dead" Sirius Coalition Commissariat and actually work on keeping it alive with your ideas, instead of leaving it dead, like the previous members <.<
Uh, its nice that you're interested in allying with the Widerstand, but it'd be preferred if you actually RP'd out an alliance with us, instead of automatically assuming we're allies. Don't get me wrong, we definitely show friendliness towards the Coalition, but an alliance with an intelligence subfaction is something that hasn't been RP'd yet.
