No, what I am trying to suggest is having two separate IFF's. One for the docking ring, that operates exactly how it does now, and another IFF for the planet - if it is possible to dock with the planet and not just the ring, and only when using freighters and below.
That would mean that even if you've been FR5'ed, you can dock with planets in a smaller ship. In-rp it would be entering atmosphere somewhere unguarded to land outside of space ports to unload smuggled goods. Since it's only for smaller ships, it won't break trade balance.
I'm not sure if that could be accomplished without adding on another flhook to the server. However, it could probably be done just like how leeds was given the second docking ring that only allowed freighters and below.
I really like that idea though if it isn't too much of a hassle to put in.

How about instead of finding ways around the FR5 you just try role playing instead of docking. I have submitted several FR5 requests but never once for a smuggler who attempted even the most basic rp when caught. It's the players who don't respond at all on the comms and then docks at a police base that gets FR5'D by LPI . Even then I'll post on the forum and give them a chance to pay their fines before I submit the FR5.
Sadly though out of the last few smugglers I've caught only 1 has said anything. When challenged his response was a smiley face emoticon in local comms as he docked at planet Manhattan with cardimine.
So basically if your caught smuggling just rp. Who knows if you're clever enough with RP you might just get a warning

Yeah I get yea that makes sense. It should be fun for both sides. But you also see legal traders silent trading when you try to pirate them... and they KNOW they are gonna die but still run stupidly.
In my opinion, having had to smuggle H-fuel from time to time during embargos, it actually is inRP for the smuggler to actively avoid interaction with those whose inRP action is to apprehend the smuggler if caught. But also having been caught smuggling on occasion myself, it also helps to have a silver tongue and a loose coin purse when caught, keep in mind not all smuggler ingame or in real life have silver tongues or loose coin purses for that matter. This also goes for the lawful trader whose natural inRP action would be to completely avoid interaction with those whose inRP action would be to kill them and rob their cargo. I am one who is also fully convinced that shooting guns is an RP action when it's an expected inRP action for the transgressor and his/her intended target. Space is dangerous.
