Spec Ops ID, as specified on it, is for all purposes considered to be the ID of your IFF, plus whatever exception your SRP permits. If part of your SRP would be, say, a Gallic Navy double agent cooperating with the Outcasts, then it would be rephacked in a fashion that would allow the Gallic Navy ship to cooperate with the Outcasts.
Otherwise, the Spec Ops ID is just a 'normal' ID with the 'normal' restrictions.
As an example, back in the days, I had a 5k Rheinlander transport with a Specs Ops ID, the Konfliktdiamant, which belonged to an Unioner pilot. Since I had an Unioner IFF, the ship was for all purpose except cargo limit an Unioner ID'd ship, with the same restrictions another Unioner would have.
Well it greatly depends on the official ID and what it allows, and the specific restrictions of the srp'd ID. If the official ID allows you to escort unlawfuls, friendly or allied ships, that means its likely the individual reps and RP that would determine if it makes sense for that faction member to escort an spr ID'd ship, especially if they are Freelancer IFF'd.
In my case since I am FL IFF'd I pretty much offer escort based on how friendly my rep is to X faction, most likely unlawful due to my reps which are based heavily on the Pirate ID, which I have also RP'd around. In some cases, clear lines might not be so easily drawn, and if reports were actually filed established RP seems to be the deciding factor. I think in such a relationship though, the Freelancer is the escort, and whether or not the official ID can engage might simply depend on whether the enemy is hostile to them or a generic lawful.

If an ID says "may attack in defense of an allied ship", and you can group with the ship in question without it violating your ID's diplomacy, then you can escort that ship.
A ship with a SpecOps ID has the diplomacy of the IFF being displayed. That means that anyone who can escort an ally, can escort a FL IFF'd SpecOps ID'd ship, provided that the ship in question is diplomatically friendly. Since FL IFF has no set diplomacy, the diplomacy is determined by the FL ship.
There's a question of the similiar nature, concerning KPT ID.

If it was "that is" hostile, there wouldn't be a question. But the word is "considered" hostile. What does that exactly means then? As far as I remember, Republic of Kusari maintains unfriendly status against the Liberty - as an example here.
"Considered hostile" equates to factions that are solidly red on your rep sheet. In general, for a law enforcement ID, this usually includes the factions that your government lists as pirates, terrorists, enemies of the state, and hostile combatants.
