Why not to put a small Nomad/Wilde NPC invasion onto the whole Sirius and Gallia, as a Halloween Event from 31 October for a week?
Requires editing INI system file to add background chance for Nomad NPC spawn... for every single system, for one day only. I am against it, but not for the load of work involved but OORP'ness of such action. Imagine all those newbies suffering in Penn.
Ahhh... Too bad. And of course not everywhere. Also, I wasn't speaking about Marduks or Nomad Gunboats, those stick to Omicrons and ONLY A FEW include Nomad cap spawns. Nomad fighters are so weak (as NPC) so, it wouldn't be more annoying than pirates.
Also, not for a day. For a full week. And you could just do it for one several systems. (Also, I didn't know there is no possibility to override normal spawns with single script.)

Dynamic spawning on command has been accomplished in Freelancer.
To my knowledge, the Procyon admins didn't share much of their accomplishments with others, so I don't know if Discovery or the rest of the community has this capability.
