Yes, that's the attidute that made IDs so restrictive in the first place. Because if certain individuals didn't look for ways to abuse their ID allowances, this thread would never have existed in the first place.
There are also a bit more problematic things, since I agree that authorities should not leave their ZOI to fulfill their lines. However, it should be in every single ID that every ship should have right to aid both neutral or allied vessel, what wouldn't lead to sanctionlancer.
The guy above mentioned is not try to abuse ID, but to not to lead into absurd situations, where logic would apply, but it is not allowed due to the silly restrictions in some scenarios.

Excluding Authority ID would be good or adding "only in its ZOI" ending to that, on what I agree in fact.
Using Pirate and Freelancer ID here is problematic, as both are forced to watch how other force is massacred inside House Space (more pointing onto first ID). The Freelancer ID however is also forced to watch the battle, unless attacked or hired. And I don't think that Freelancer screaming "I'm going to aid unlawfuls!" is acceptable here, if not sanctioned.
However, I have been always pondering about one situation. GMG fights with Kruger or Samura in Sigma-13. Then KNF or RM arrives... and what either lawful should do then? Leave? Wait? Watch? Assist either side?
Another scenario, this time connecting with several unlawful and quasi-lawful IDs:
Hogosha finds Farmers Alliance fighting the KNF. What should Hogosha do? Screw up their relations with either side?

That's a roleplay decision that you'd take. The fact that an escort cannot rules-wise protect allied smugglers for example, is totally absurd.
