Well, obviously there will be restrictions on planets that have problems of this type. It could see the list of materials that can produce through a command like this:

And that's why they obviously should not be as (potentially) profitable as POBs are. Max few million credits of profit a day, if all required resources were delivered to the planet.
Then that would not at all be profitable, for people to start developing an interest in this particular aspect, there should be some good returns also. A few millions hmm, I don't know

you would need a PW / login to acces the cargo spot, and it would be either VERY costly and very small, or would need upkeep like a PoB without the possibillity of an attack but with the possibillity of a FR5 ;-)
I would say no to this part, because that takes away from the whole functions of the PoBs. Why bother with PoBs when any player can just slap down 10M and buy some free storage space on any planet they can land on? That's just an end-around what would otherwise require some RPing with base-owners....and since when are we in the habit of arbitrarily taking away RP (aside from tech-sharing, that is)?
