No no no. It is already in the sound files. If you listen closely to the surroundings, you'll notice that every NPC is calling out every NPC vessel as well, either during cargo scan or as a combat target - using the respective name (Bounty Hunter, Outcast, Kusari Police, etc.)
That's why I'm proposing that.
The idea is, that line "spoken" to the player by NPC patrol would differ (not being Freelancer 104 blah blah), based onto player's IFF or ID.
TL;DR - My proposal is: make NPC use the names used between NPCs against the players, bearing the respectable IFF.

Of all the possible things that need doing, this is easily the lowest on the list. Not even sure its possible, the game may simply be hard coded to always refer to to the player with the same sound file.

They don't have faction callsigns, they are just called by numbers.
It was just a proposition for the future and I am aware it's a least needed development. I just found it pretty interesting to be poked around, since it had been bothering me for a long long time.
