Aye, well good. This would be interesting to have. True at this time I am not aware of any other forcible blockades, like the one from 816AS to about 818AS? Between LN and RM. Keeping it on the exclusive side would give power to the lore surrounding the Leeds blockades.
Could I suggest a slight expansion to this idea, regarding the gallic side?
In the original idea, it seems only the Bretonian satellite would link to this new area, and there would be a bretonian friendly landing point.
How about making the gallic friendly docking ring connect to this new area as well, and have a Gallic friendly landing spot in there as well? Conveniently distant from both entry points, so to give both sides some breathing room to intercept and fight.
The mooring structure (if they are treated as independent assets) could still be directly linked to the gallic base, to simulate the large gallic vessels on an automatic landing approach to Gallic controlled ports. No capital ships would be able to enter this atmospheric area to fight (no gunboats too, I'm afraid, at least for Gallia).

If this suggestion is not viable or too unbalanced for the sides involved, then an adittional "enter into atmosphere" dock point near the docking ring and no gallic base on the planetside sector would be another suggestion.

My intention in the OP was to remove the satellite altogether, and add one of the big red 'docking access' arrows instead - that'd be neutral and practically speaking accessible by anyone in a snub/freighter. The actual Bretonian resistance base docking point that'd have a BAF affiliation would be inside the atmosphere itself, some 30k or so directly down. That way either side could access the atmosphere through that point, but only BAF/Sirian lawful would be able to land while inside it.
My Suggestion: Pretend the Docking Ring was destroyed with the Oubli. Then add the red arrows where the ring was, and the drama will really begin. You're welcome in advance.

there would be hundreds of thousands of fighters in there, of all shapes and sizes. not to mention scanners can detect you through the field as the field doesnt block scanners like the ones in the sigma's do.

the idea is fine, but in the current climate of the invasion RP, its rediculous.

Additional suggestions:
Brown smog nebulas layered on top of one another to represent clouds, while still allowing for clear views of the planet's surface texture in the gaps between them.
Add base kill missions to the Bretonian resistance base that would spawn a new form of weapon platform inside the atmosphere - basically a floating weapon station that would be designed to fire a bombardment laser directly downwards. Balance the platform to be killed by bombers while defended by nasty high level fighters. Volia - one high tier mission that ideally requires a mixture of fighters and bombers to deal with.
