1. You cannot attack, unless another Zoner or Zoner base is under attack.
2. Well, you can co-op with Corsairs, The Order and everyone else, but you can't attack people at all.
3. Their caps are for RP purposes, Freeport protection.
4. Well, independant pirates and individuals who's proved their hostility towards Zoners.

2) Unlawful actions in this context would be actively attacking someone. So you could group up with some Corsairs, for example, but if they went on a raid you wouldn't be able to participate. Generally speaking, restrictions on who you can group with are explicitly determined by lines like, "Cannot ally with any unlawfuls.", etc. Zoner ID doesn't mention anything about that at all, implying you can group with who you like providing you obey the other restrictions.
3) People have been asking this since the day they were introduced. The very vague answer is "self-defence and Freeport protection". In practice, they don't actually have any purpose whatsoever. Lots of people have campaigned for them to be removed in the past, but at this juncture there really wouldn't be any point.
4) Gallic factions don\'t like them very much due to the actions of Zoner player factions in the past, so they probably count.
You don't need to SRP a zoner cap with order id, you just need to get authorization from the zoner factions to have one, but unless some veeeery good excuse there is no exception. But you could still fly the ship, just zoners would probably make you hostile and bounty you.
By the way, contrary to what most people think, even if you SRP the ship but you don't have the zoners agreement you will still get bountied. Any zoner exclusive ship (Whale, Fearless, Aquilon and Nephlim) flown without authorization is considered "stolen" and will be bountied. That's RP, nothing to do with server rules.
Edit: about the caps, the only real capital ship one is supposed to be the Aquilon, thats a carrier and used in Freeport Defense. The Nephlim is a "Colony Ship", it's not supposed to be used like a battleship. The Fearless is a destroyer or small cap escort, that, to be honest, its not even good at its job. We used to have the Corvo to be zoner exclusive too, but since some time ago its open civilian tech, and it was known as the "Zoner Explorer", inRP a deep scout and exploration vessel.
