Thus, repeating the question: What dangerous game the Shogunate is playing within Kusari?
It is regrettable that the state of our allies has had to proceed in such a direction. The incident that took place in New Tokyo was a bit of an awkward call to arms from the Sisterhood to lay siege to the Narita Trade Center. Since Samura is the reason for our fall from grace, we saw no issue with this situation. We had not expected Cross vessels to also arrive in system. They outnumbered the Shogunate capital ship presence in the system, though appeared to be willing to attack the Narita Trade Center just as well. The siege continued for some time, and it seems the captains present had not properly remembered the strategic placement of our Order allies. Regardless, the original intentions of Shogunate forces remained unaffected by the Maltese vessels. When your forces arrived, our ships were not equipped for anti-snubcraft warfare, and due to the disproportionate number of Outcast-aligned vessels, it was more advantageous to withdraw from the system.
We understand your suspicions are very well-justified, but know that we would do nothing to undermine our friends in the Order. You are the last line of defense for humanity, and we would rather die with a sword in our hand than betray you. The presence of Outcast capital vessels within Kusari is troubling, and will be met with a stronger reaction in the future. One of blood and fire. And the Sisterhood of Dreams continues to show itself as more and more affected by the Crimson Cross and their cardamine influence... We shall be altering our stance towards them in response to these events.
