Yep, if law enforcement comes around while a trader is getting robbed usually the law enforcement person will ask the hessian to leave which in that case the hessian -should- leave, I can't control indies.
It sounds silly but we get treated the same way when we trade blood diamonds or anything else in general. The only reason the nap is up (imo) is because Bretonia and the hessians share the common enemy of the sairs and Bretonia is to caught up with Gallia and the hessians with RM.
In this case if I were BAF I'd only uphold the NAP when a common enemy justifying the NAP is present. Else I wouldn't really welcome those in our house who come to prey on our traders and would order them out regardless if caught during piracy attempt or not. But hey, that's just me.

This is probably how I'd react personally. Bowex's stance on the Hessians is they're just another pirate threat in the Omegas, no better than the Corsairs.
