Currently, BMM has a gold mining bonus of 4x and the Mollys have a mining bonus of 2.5x. In this post I hope to explain why I think that doesn't make sense for the sake of the players or in respect to the lore.
The Molly ID states that they are "...a Bretonian unlawful faction that formed out of revolting BMM miners. They focus on Piracy and smuggling Gold. They prefer to attack BMM and are most numerous in the Dublin system. They are enemies of the Corsairs". They are not only ex gold miners but one of their primary focuses is smuggling gold. You mean to tell me that these mining veterans aren't the best at mining gold in their home system that they are working to liberate?
Also, it seems to me that there is no positive to being a Molly gold smuggler over a BMM trader. Smuggling is less safe and produces less credits on Discovery. Why do you have to make it harder to obtain the cargo in the first place? Also, in the perspective of a BPA) member, buffing the Molly's mining bonus would also create well-needed criminal action in Bretonia. Right now, the Mollys are just waiting in Dublin for traders/miners to enter and then they leave Arranmore to go pirate them before docking immediately after. I refuse to fly to Arranmore to interact with them because the lore states that areas away from Essex and the jumpgate are not patrolled. They roleplay as protecting what they deem their gold fields but they never mine them because it doesn't make sense to outside of the server's lore. Instead, they probably just log onto their lawful mining characters to make easy and safe credits.
To sum it up:
- It will make more sense iRP
- It will establish some incentive to be a high risk/reward Molly smuggler
- It will create more fun and intense player interactions

IDs aren't necessarily the 'be all or end all' of the faction, if you catch my drift. A faction's capabilities, strengths and weaknesses aren't necessarily contained exclusively in the ID, they're in the infocards, in the forums and in the players. A rebellion of veteran miners, despite having the knowledge and whatnot, would not have the required resources and equipment to meet up with BMM's government funded mining operations. As such, the smaller mining bonus is there to reflect this inadequacy.

There is a definite plus to buffing the Molly's mining rate. However, the issue is that if you raise the bonus, you start blurring the lines between the Mollys being a criminal organisation and a corporation. Ideally, you'd want to see Molly bombers and fighters pirating, rather than trading or smuggling, since they are an unlawful faction.

They are revolutionaries. If all they do is pirate then what would their purpose be if they got what they wanted? If Dublin were to become a free state?
Both Hessians and Mollys have official factions representing them, and improved mining bonuses are a faction perk type that's available (including for indies). I doubt a full 4.0 like their respective lawful counterparts would ever get approved, but perhaps 3.0-3.5?
What they have now is unusable in the Mollys' case and poor in the Hessians.
