There is so much potential in renting a Anti-Cloak-capital for secret meetings. You even can configure yourself how far your talking range should be, by selecting a smaller scanner. The range of your own sentences is just as far as your scanner range goes, so even if the cloaked ship is 15k away and has battleship scanners, they can't listen to you.
If you want to conspire, do it right and don't blame other people for, well, having prepared to shadow someone.
Edit: And don't come with "Sure, I invest in anti-cloak-things for one thing" - people also have to invest into cloaks. Some of them even into better cloaks, be it a faction perk or an SRP.
Maybe they changed but my experience when I tried them was that cloak disruptors are quite useless because the cloaked person must behave totally stupid and come close to you and there is no reason to do it when you just want listen to someone´s talk. What are current ranges?
I believe the capital cloak can uncloak people in a 9k radius. That is, if I'm correct here, also the radius of other people hearing a cloaked ship. To be fair, the smaller versions are really a joke, however AWACs carriers/battleships are a thing, if you don't stay still all the time. That paired with cargo scanners instead of deep scanners would ensure not every bypasser can listen to your talks. However, you can just group up or greenchat things, now that we know that the sanction was not about grouping for talks but for grouping for fights.

Person can visit a church and have a job at the same time? Oracles are religious cult that is actually having for a cause to have it's adepts in different organizations. As for the other things, intel factions are using different IDs to gather intel since ages I guess.

That´s long gone, intel factions are now obliged to use only their own ID by rules as they are restricted to one ID same way as every other faction.

That's bull and just an excuse for metagaming, especially now that I hear the Oracales have a different cloak from everyone else. You could say a character was part of any faction and then be able to get access to all the rp info that faction has,just to be able to share it. This argument is crap. Excuse for meta/power gaming. There used to be a rule on it. I don't know when it was removed, but I would be interested to know the logic behind the change from the admins.
There is no rule that states a character can't be in two factions. Otherwise, infected characters and intelligence characters would have a problem. That's like saying "A player can onle be leader of one faction".
@Laura C.
For tagged faction ships of crouse. But BDM| is using untagged FL ID ships ( http://discoverygc.com/forums/showthread...pid1719676 ), so Wild players are using different IDs within char's RP for the sake of making RP and not get shot at on the spot. Even though yeah, there is no Wild ID BDM| ship anymore.
@Zelot
It's just not being said that char is part of the faction, as far as I know @Foxglove have pages of RP behind this char and it's participation in both organizations. Including one SRP. Would be nice for you to dive a bit deeper into a subject before making posts that will make you look bad.

Nope, no longer happens. Intel factions are not allowed to do that even on untagged characters anymore. Wilde is the only exception as far as I know.

You are not required, by server rules, to have the Faction Tag of the Official Player Faction you are in. BUT, you are required to have the Official Player Faction ID equipped if you are in that official faction.

Does that now tell us the character Mercante should've used the NC-ID?
I know characters of an official faction where once allowed to also fly around as Freelancers with a Freelancer-ID, yet they were needed to fly untagged (which included not representing an other faction).

So I guess I'll just make my IND char a member of all the police factions so that I can sit and use the TGSLnet to make sure the lanes are clear for the IND. The beniefits of the Oracles are for that faction, not for the NC. Aside from that, once we go down this road, people will continue to go further and further with it. The idea of traders also being part of a police faction to help their trading faction is not such a wild idea. Each faction has balanced benefits and detrements. One faction should not be able to get around this balance by just having the same characters also join another faction.
