That's why we require a brand new staff that is more active and dedicate, and preferably to know what are they doing. The issue itself is not that complex if there is interest, only a bit even.

On the contrary - It's not a matter of the staff in its entirety being irresponsible, but rather a few. I for one know Spazzy, St.Denis and Clavius are very active in the community.
Don't vilify the bunch. They're trying their best with the situation they were given.

You can easily give every admin a user account on a server, where he has specific rights, called groupconfig.
This would allow admins to restart the server, and even to use specific tools, like updating the server and so on.
And yeah, I also would be for a completly new team, even with current admins, but a completely new vote.

See above.
Don't blame the bunch for the actions of a few.
I've volunteered for the position a lot and would still love to do it if they'd have me. I don't expect it to be easy, but I care about this place enough to try and help it stay together.

A completely new team that is voted by the community and then chosen by the current team now. The only issue with it is forcing a member of the staff to leave even if they are dedicated with there role. I believe we should have more active staff members to replace those who are inactive though or have no interest in discovery and this community.
We do need to change those that lack the attention required that this community needs. There are people who do their job, but they are few though. We need more, that's what I meant and what It should be needed for the community to be healthy. This is a volunteering job after all, and those willing to take it, should be given a chance (given they are aware of what it means).
As I've specified , I'm up to give a hand with the forum.

It isn't about hosting the server. Read what Alley posted - It's about transferring the ownership to King Boo, which should've been done a long time ago. It's an issue with communication from the person hosting the server. It's a management thing.

We could skip the part with transferring the ownership to KingBoo. (Nerd)

That's currently what's being questioned. Who in our community is trusted enough to manage the responsibility of the forums and game server? That includes paying for them from the donation pool while being active and capable of managing the server as it is now, and communicating with the staff regularly to avoid these incidents in the first place.
