I've been victim of the best piracy act ever done on Discovery.
A lane hacker hacked my ship, my information and my bank account.... against my own will, I started spamming /givecash command with random numbers! (ahahah)
I might have given the hacker about 20M+ with that little stunt.. but I loved it.. it was a very original way to be pirated.

Also I ask on how much they are willing to pay me for their cargo. Interact, roleplay = profit. Had a guy send me millions after he left just stating he enjoyed the encounter.
Yes , RP is key also in many cases , i ofter spare traders with good excuse , or i lover demand .
I think for the most part we'll be aiming for the lower amounts in terms of demands just to play up the desperate side of things, more like aggressive begging or a purse snatch if you will. Keep the replies coming, especially for cargo demands.
I have had some very good experiences as far as pirating goes. I enjoy more role play and based on the RP I am apt to give a higher amount. Of course there are times when time is limited so I ask for their demands and we move on. But One thing I don't like is overly aggressiveness. Being ramrodded into something. I know it is just a game but we all play it to have fun being pirated or hunted can be fun when the RP is done right. It can also be devastating especially for new players if done wrong. I believe that any demand is viable as long as the RP supports it. Say for instance I had a run in with a Hessian. He asked who I was and I stated a friend so he asked for a donation of 10M. I thought that was too high and he countered with the fact that He would leave me alone on my way back. I countered with leaving me alone for the rest of the night to which he agreed. I paid the 10M and had an enjoyable experience to go along with it. As far as cargo demands are concerned I believe it depends on the cargo. If it would be something that you don't want an enemy to get a hold of IE. BMMs Then asking for the entire cargo would make sense though If you want the person to have a good RP experience explaining this in game is a good idea. You could then tractor everything you can hold up and destroy the rest. This is a classic pirate technique used throughout the ages. On the other hand maybe its gold and you just want enough to fill your hold. There is also the ability to force them to sell it on a station of your choosing (that they can land on obviously). If they don't come back and show an empty cargo hold I think it would be okay to shoot them down the next time you see them with "Hey it you who dodged me on this planet. Die coward." Or something along those lines. I think another idea would be to use your acts of piracy to invite others to join (This could make for a lot more RP if they take you up on it "join or die"). After all that is how most pirates were made by conscripting them from ships Pirated. It would also be cool if there was a missile that disabled your ship. Your reactor would have to completely spin up before you could use anything engines included. FYI these are just my ideas and opinions. I am not sure that bounty hunting would be something to discuss here but if it is I have ideas on that as well.
I am still quite dubious when it comes to a trader that wants a chat, especially within or at Libertonian border. There were at least three times when prolonging negotiations quickly turned into trap. Since then, I careful all traders that if I see any authority or bounty hunter in sight - their vessel will be destroyed on spot (of course, if they haven't paid in less than a minute since demand).
Be nice, don't be mean, charge low (I try to never take more than 40% profit, usually around 30%), give the trader a reasonable amount of time to respond, reward people who roleplay by charging lower. Of course, if they don't cut their engines after second demand, blow them up immediately.
Well, most people do not want to pay 2 million credits what is pretty silly taking into account they fly 3600 or even 5kers. But when they make short routes within one house with a 5ker? It's not my problem as a pirate. Someone flies empty? Not my problem again, it's their fault to do so. That's how real pirate would do things anyway.

I see your point It could be made that they have to post in system when they call for help and if an authority shows up on scanners that is grounds to open fire. "cops are here now die snitch" or something. But it is sad that people immediately call the police using private chats as one RP wise they most likely wouldn't know that some one was there. The only time I call the cops on pirates is either a system wide com or when I see them in game. Again the game is supposed to be fun for everyone not just one side.

If I remember well someone got sanctioned for making someone to say that he supports/likes some faction. So yeah. Demands should be monetary / cargo. Otherwise it might be tricky.
