Then by that logic, all factions should be able to use battleships due to balance reasons. It is unfair that dev-favoured factions are receiving their own capships, while similar factions can't even fly battleships in the first place. Although there are only few such cases it sets a horrible example. But eh. Life's not fair too, right.

From an inRP perspective Zoners need caps because they fight the Nomads (and Core now). They're in a constant conflict with the biggest threat to humanity and arguably deserve caps more than most factions in the game.
Whether or not they should have caps is not a balance question.
They do have them, and I kind of doubt they will lose them at this point, so they need to be balanced to be usable in the classes they are in.
Making the battleships useless for anything but roleplay won't reduce lolwuttery. The lolwuts will simply switch to another ship that is useful for something other than roleplay and commit their lolwuttery elsewhere.

Fearless one of the smallest cruiser in the game and giving it better powercore and more heavies will make the ship overpowered.

Well I get a uneasy feeling that some people in general take issue with zoners all together. The faction we have has 2 Neph and they from the start had been Goddess Class Heavy Research Vessels and in the near year of owning them we have shot down 2 player ships. The are several Cap class ships that have total and free reign of most every system of which most of it that I can see it the info card information. But maybe I missing some thing. Yeah the Neph is such a awesome ship. PPfft you are sadly mistaken every where you go you get push out or have to pay million in licensing fees to go any where , cant fly through most the rock field to get to other places to bypass the system that don't let you fly through them. yep real fun there. They barely fit in a trade lane I think the RP community pretty much nerfed the ship enough. We use them because of the fact they are a Mobile Colony ship and have a size that makes it, dare I say it , "Believable" that you could conduct complex research on it and have the necessary room to have module to conduct that research. Also I point out now there is CoF with its neph registry so people can run an tattle tell on one with the threat of being blocked from using a Freeport. Yes I think the community has nerfed it enough. One last thing if this nerfing where to happen then would it be allowed for it to travel through house spaces unrestricted I doubt it, so no real advantage that I can see.

Needless to say, here are my quick thoughts:
- Neph's should be SRP or for official factions only imo. InRP/Lore they are incredibly expensive to build, take a long time to build, and are a rare sight to see. They are mobile freeports. They have the armament to defend themselves against human and nomad threats, but they are not/should not be used for offensive purposes (Even the RP of "converting" one to a warship is iffy in my mind)
- Carriers I believe should stay, but should really be more for support vessels, versus a offensive warship.
- Q-ships/Fearless should be the only offensive-type vessel that is larger than a gunboat. This is is what would/should be the defenders of Nomads and other threats. Have 2-3 of these for every Neph for escort/defensive purposes.
- Bomber, yeah Zoners could use a bomber. In the hundreds of years Zoners have been around, they could come up with a bomber line to combat the Nomads/threats in fringe space.
