Barbara Jacobi was Liberty's democratically elected President from 799 A.S. to 807 A.S.. She had been imprisoned by the Nomad-infected Chancellor Niemann, but Edison Trent and the Order have been able to rescue her before Niemann could infect her too.
It was Jacobi who declared artifacts contraband within Liberty after the Order's attack on the RNC Donau.
