He tried his best to counteract the fall, ordering the elimination of key infected figures and trying to preserve the integrity of both structures. He ultimately failed in this mission. When he knew that the fall of [[Liberty]] was guaranteed and that the [[Order of Cincinnatus]] would crumble along with it, he developed what he called Contingency Plan: X. It was a plan designed to found the organization known as [[The Order]] today, and by doing so save humanity from complete elimination. He did not expect to survive to see his plan succeed.
