Don't quote me on it, but I think that so long as you're not rephacked against docking with said base, you "should" be able to.

Two things:
A) you can't because you are rephacked not to
B) Even if you do manage to take your rep low enough to actually dock on a lawful base, docking on one is still ooRP for you, and not allowed.

Already been answered, but I do believe the Pirate ID itself has a restriction pertaining to landing on lawful bases, unless that's been changed.
Anyway yeah, if you don't have a Lawful-Military/Police ID, or a Lawful-Corp/Civilian type ID, don't land on lawful bases, that doesn't make much sense.
