I was mining in Alberta, I got full and I started to head to Camrose to dock. Meanwhile, a pirate logged in, but I did not meet him in game. He threw some threats into system chat to a Lane Hacker, he maybe made a demand; still, he was not on radar (he might have been cloaked as he had a cloak; I know this from a previous encounter).
I docked on Camrose without ever meeting this guy in space (he could have been cloaked). After I docked, he demanded 10 million from me, saying if I don't pay, he will kill me next time we meet.
Is it acceptable to make ademand AFTER I docked and was safe, and WITHOUT even meeting him in space?

Uh uh better pay him he is real scarry pirate.
It's valid role play, but it's borderline lolwuts.
If you never meet him in space, that's ok. You can keep flying as they may just be empty threats. You can grab an escort if you're really worried.
But once you've docked, imo he needs to make the demand again.
If hes shouting and raving in system chat hes obviously not the smartest guy in the world.
Unless he stated your name or PM'd you he probably wasen't even talking to you.

I'm not scared, he kills me and then what? If he keeps killing me I simply rename, or mine elsewhere. I'm just asking if it is acceptable to make a demand if he did not even show up on my scanners.

Ashill07: he addressed me as "the Hegemon" or something like this. It was quite obviously sent to me.
If he kills you without saying a word get screens and report it, hes basically given you the heads up that next time he sees you hes going to break the rules.

I bet he will make a ridiculous demand that no sane player would pay.
Aye, he's making a pre-emptive demand for when you next meet. You'd be mad to pay someone who does this and this means that if you were to then bump into he thinks he can just pew you. So this is against the rules as far as I can tell.
Best thing to do is screen (with timestamps) when he sends you said messages and then keep em. If you ever run into him and he destroys you, you can take the screens of the engagement and file a report.
Also if he makes a demand via pm that is also against the rules, something to keep in mind. So if you were in different systems and he did this, it would obviously be a clear violation.
Let me put it this way...
If their guns are in range and can't hit; in a safe area. Cloaked or uncloaked.
That just sounds like he was spamming system chat and had no idea where you were.
I continously get bothered by various people who're not even in range, simply because I am in system.
Just keep moving, if they're not nearby.
