Simple question:


The techchart says Red Hessian capital tech is off-limits to Unioners since they made some Corsair friends. That makes sense for the Vidar. I just don't know if the Hel is usable or not.

Hel is in the "Rheinland Unlawful Ships" cell, not the hessian caps.
