Ok, so recently I went up to Malta. I docked on the planet, bought some cardamine and then unlocked. Outside were two tagged Outcasts gunboats and one tagged Outcasts destroyer. As I tried to resume my Smuggling route, the Outcasts began to CD me. Curious as to why, I stopped for them. They claimed that I had to pay a fee for hauling cardamine, otherwise I'll be destroyed. I inquired why, and they gave me some sort of nationalist "Only Outcasts should be hauling cardamine!". I simply laughed, told them how I was actually benefitting the outcast economy by buying the cardamine and tried to resume trading. They stopped me again, not giving up. Eventually they opened fire on me, so I decided to just go and dock on Malta.

Is this allowed? It seems weird, really weird. Why would Outcasts inRP ask for a fee for their own commodity? I'm benefitting the outcast economy, by exporting the goods for them, so unless they're some kind of outcast nazis this seems really out of place.
They mixed some ID jazz in the conversation, oorply, about how the ID allows them to do that, however I just see they're allowed to stop the flow of stabiline and artifacts rather than their own cardamine.

Can I get this cleared up? I need to know of I should be bring some escort next time, to prevent being blockaded into Malta.
Probably some newbies who don´t have courage to go pirate so they wanted easy money in safe homeland with strange RP. Report them inRP to Outcasts factions, I guess they will deal with them very quickly because they known how important are smugglers - wait, in Omicron Alpha honest foreign cardamine traders Smile - to their economy.

As for if they are allowed to do that by rules... If you aren´t Outcasts IDed, they probably technically are, despite it is really weird. They should be punished inRp by other Outcasts, especially official ones.
While the players' attitude isn't very sensible, there aren't any rules against it. Charging a tax of some kind is piracy, which is allowed in their ZoI (which definitely includes Alpha).
inRP, sure they can be greedy and/or find Junkers distasteful. However, it should be met with in-game consequences - tell CL} about it and perhaps they can do some faction right RP (not sure how interested 101st are in Malta these days). If nothing is done, then you can always take the inRP step of not benefiting the Outcast economy any more. Plenty of other people to work with.
Alright, guess I'll make that CC later today then. If push comes to shove, I'll have to smuggle artifacts since they claimed they were harassing other traders before me.
I thought Cardamine trafficking is encouraged by their laws and they are not allowed to pirate non-histile ships that trade with Malta.
That's what I said to them. They made up some BS about how they have the right to fine and destroy people of they do not comply, and that non-Outcasts trading cardamine don't count as traders of Malta.
Hit CL} up on the neural net.
I dunno what ID you were using. But if it had been a Rogue ID, in 4.86 it would have been against rule 6.9 for them to pirate you, seeing as OC are allies to Rogues. However with what I think to be one of the most important rules completely scrapped, that no longer applies.

As a side note the only possible violation I can see is that you docked on an OC base while in a fight against OC.
