Do the pirates ask for cargo or '2 mil tax pl0x' ?
Here's a thought how about making the lawful Caps have to follow the same rules as a pirate and make them use nothing bigger than a gunboat to enforce the anti smuggling laws. They are basically doing the same thing as a pirate stopping a ship and demanding cargo or money (in most cases cargo AND money) this would give a smuggler the same chance to fight or run as a trader trying to get away from a pirate. It also might decrease the number of lawful capwhores you see every time a smuggler is sighted. I mean really what need do you have for 2 to 6 cap ships to take out one lone smuggler? If one or two fighters cannot do it then the smuggler deserves to sell his cargo and escape he earned it and by the same token if the lawful fighters get him stopped they deserve to get paid for it. Not to mention the RP potential in running feuds between a smuggler and the pilots trying to get him. Right now lawfuls can make more credits than a pirate can and do it without fear of ANY other players trying to stop them since they can use the biggest ship they can get. As it is a player could use a dreadnaught to stop smugglers while pirates are limited to gunboats or smaller for the same basic job.
First of all, I don't think people play the police to make money...

Second of all, two fighters couldn't take down some of the silly-smugglers who quickdock with bases from cruise speed. Sometimes you just need the quick and threatening firepower...

Parking a battleship in front of the mooring fixture also would be symbolic yet effective, at preventing smugglers from offloading their goods.

Hey friend, do you know that so far in my discovery navy career NO ONE ever payed the fine? Even if 2 dreadnoughts is blocking the way, they prefer to be destroyed, lose the cargo and respawn, than pay 4 millions. And what do we get? -Nothing-, because we destroy the contraband. Some times, you even get other smugglers gathering around, waiting to tractor the stuff.

Note: if the police and navy is chasing you, as a smuggler, you cannot dock on their bases ! You know, if the NPC scans you and you don't drop, they turn red to you. And so every lawful base around you.
I could always "jail" smugglers who get caught by placing them in the Bastille for 24 hours XD

If only we could have player run jails.
First of all, smuggling pays a bit better then trading, with the exception of the S-13 > NB JH abuse.
Second thing, Smugglers shouldn't use trade lanes, yet they do.
Third thing, smuggling is much more fun then trading.

It should be made a bit more profitable compared to trading, but other then that, I'm fine with it.
Yeah, i was the Smuggler in this, only reason i didn't pay the fine was because it was 4 times what i payed for the Cargo.

I reckon the fine should be toned down, or just get rid of the fine completely if the Smuggler is willing to RP being taken into custody. I would of been happy to RP as arrested or something of the sort, i reckon you should of been able to guess by me screaming "I want a Lawyer!", and "POLICE BRUTALITY!...Well...actully Navy..but still!" In system xD

Edit: I think lowering the Smuggling fine down to 1.5 Mil or so would work nicely, that's about what i tax on my Pirate (except in S-13, there i tax 2-4 mil)

Actully, i was thinking about this a while back, i'm sure Liberty must have atleast one empty system somewhere, why not escort them there, tell them to jump in, and have a guard at the JH?

Sure it would be boring, but if you get enough prisioners in there, you could always just have them all riot and break out, and then you've got a good nice jailbreak RP to deal with.
They can shoot everyone instead if you want.
