It seems as a bounty hunter, i am continually being told that "You are not allowed here!", in systems where i was merely escorting a trader for a reasonable fee. My ID says that i'm allowed to escort traders, but not through certain regions of space where pirates will demand them money? Seems a little pointless to have an escort if he can't escort you through the most dangerous part of the journey. The systems i pass through are not guard systems, i sometimes escort traders through from Sigma-13 to Kyushu (using Chugoku and Hokkaido), can i do this, and is there a concrete set of 'zone' rules for BHG that i have failed to find?

Kusari doesn't want the BHG anywhere except in Shikoku. That'd be what you overlooked. Consider escorts between Liberty and Bretonia instead.
The BHG don't belong in in Kusari.
It would be viewed as dihonourable to allow a BHG to operate in their space when they strongly feel that there forces are strong enough. (Think Samurai)
The furthest into Kusari a BHG can go is Deshima Station in Shikoku.
The restriction is based on rumours on stations in Kusari. Someone has spotted BHG npcs in Kusari (Ive never seen any). You will see KNF npcs exchanging fire with Deshima Station.
Plus the place smells of cabbage.
BHG shouldnt be in Kusari, but that doesnt mean that they cant be in Kusari.

Realistically, the KNF would not fire on the Bounty Hunters. Deshima is a station which belongs to the Bounty Hunters guild and its occupants have the job of stopping the Rogues as soon as they are seen in Shikoku. They also operate in Galileo and Kepler to try to hunt down the rogues, as they are encroaching on shipments between Kusari and Liberty.

I would say that its a place where the Bounty Hunters have food thrown at them, but not where they cannot go for fear of assassination.

This is what most Kusari citizens and military leaders would say, as Xenophobic as they are. It should be a place where the Bounty Hunters are disliked, but not where they cannot go for fear of attack by the local forces there. As much as they are disliked, Kusari needs them. Depends on what you have.

Fighter/Bomber/GS/GB can go EVERYWHERE, but if, lets say Kusari dosen't want you in their ZOI, you should honor their wishes and leave.

Cruiser/Battlecruiser/Battleship all belong to the Guild Core since they are warships and should not leave Omegas and Omicrons.
Unsure if the firing on deshima is related to their actual relations, across the universe i see police/navy destroying bounty hunter npcs, I dont know why, i guessed it was related to the police scanning them and not liking the pilot in the cargo hold? or perhaps, the other way around, BH's possibly scanning military, or even corp ships and demanding their pilots, resulting in uh... a lot of dead BH Npc!

I guess the whole pilot = contraband to NPC's is a bit off, for players demanding pilots is ok, but NPC's cant tell the difference between players, and will demand from Police/Navy players just as much as any other player.

Also more on subject, I dont see why BH's cant hunt targets in kusari, should they flee there at the very least.
no kusari lawful should really shoot one on sight, perhaps tell them to sling their hook, but not open aggression.
The BHG NPCs try to snag admirals off battleship patrols. When they make their demand of the big ships, they get wtfpwnt for it. This is also the cause of things firing at Deshima- there are KNF BB patrols that the BHG patrols "pirate", causing the KNF to shoot at the BHG. Depending on the other NPCs around, some wacky reputation stuff goes on and Deshima has been known to fire on BHG patrols. The place is messed up.

About BHG in Kusari- I don't feel like giving the full political craziness that leads to it (most of you probably wouldn't read it anyway) so I'll just give you the short version.



Kusari does not like outsiders. (Or women in non-servant-like roles, but that's another story.) They kept isolated for most of Sirius history, and even when trade opened up the population maintained their nationalist pride and xenophobia. While outsiders were let in to trade, they were not encouraged by any means (related minor tangent- this is part of why Interspace funds the Golden Chrysanthemums). Lawful, honorable outsiders anyway. I'm not exactly sure on the chronology, but Samura either founded or twisted the Hogosha to suit their needs and conveniently remove anyone disrupting the Kusari way of life. Or Samura's business monopoly- in other words, anyone who spent too much time in Kusari and wasn't important enough to merit a full investigation, or anyone who disrespected Kusari traditions.

BHG are the closest thing to "disrespecting Kusari traditions" made into flesh (and battlecruiser) outside of the Blood Dragons and Golden Chrysanthemums. Remember, Kusari has pride. Lots and lots of pride. The BHG represent a network of dishonorable ex-criminals who betrayed their own kind for cash. They also represent the idea that Kusari's protectors are inadequate- a thought most Kusari consider about as 'blasphemous' as a Rheinlander denouncing the authority of the God-Chancellor. It doesn't help that almost all BHG are foreigners.

If I recall correctly, Kusari didn't originally allow them to operate in their space at all. However, Liberty, being the corporate sellouts they are, eventually 'persuaded' Kusari to let them in. Most likely the Kusari gov't got sick of outsider scum pestering them and figured it was more honorable to let the BHG hang around in Shikoku and beat up other outsiders (LR and LH most notably) than entertain the annoying Liberty lobbyists.




As for entering Kusari space as a BHG, don't. Lawfuls probably won't shoot you, but the Hogosha and FA will certainly be alerted to your position so you can be removed without major diplomatic incident. However... keep in mind that by carrying a BHG ID, your character has signed a contract with the BHG. Anything you do reflects on the guild as a whole, and violating an agreement the BHG made is a breach of contract. To save face and appease the p/o'd gov't looking for an excuse to kick the BHG out of Kusari, you would likely be either A) publicly ejected from the guild, B) publicly ejected from the guild then quietly handed to the Kusari gov't for 'processing', C) publicly executed by the guild, D) publicly denounced by the guild, and quietly have you pay a bunch of fines and other whatnot, most likely ending with you getting your name changed. Those are in the most likely order from A to D. Keep that in mind.

TL;DR


Kusari REALLY DOESN'T LIKE THE BHG. They also hate everything you stand for. If you go into Kusari against the way their deal was setup, you will likely be handed to the FA or Hogosha, and if you survive that the guild will publicly do something suitably nasty to you to keep their contract. Don't do it.


And if the idea of flying a BHG cap into Kusari (even Shikoku is a bad idea, though the consequences aren't quite as severe) enters your head, get rid of it. The lawfuls wouldn't bother to talk, they'd just blow you up then file a rather hefty complaint with parts of the wreckage attached. If you survived, you'd probably have a warrant for your destruction handed out to every lawful in Sirius, and a 10-100 million bounty from your former friends to top it off. Have fun with that.
