i think that the npc's ship should not be capable to tract all fuel from space!
these ships eat 1500 units in 2minutes

Serious note: it's pretty stupid and was introduced as a way for server to clean up itself. I dont see a point given commodities dissapear on their own after players leave the area (I think it's 5k from the cargo or so)
